Title

AN ORDINANCE relating to best starts for kids appropriation; making a supplemental appropriation of $2,642,000 and 18.00 FTE to the department of community and human services and $174,000 and 15.50 FTE to the department of public health; and amending the 2015/2016 Biennial Budget Ordinance, Ordinance 18207, Section 1, as amended, and Ordinance 17941, Section 95, as amended.

                     BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  From non-general funds there is hereby appropriated a net total of $2,642,000 and 18.00 FTE to the department of community and human services.

                     There is hereby appropriated $174,000 and 15.50 FTE to the public health fund. 

                     SECTION 2.  Ordinance 18207, Section 1, as amended, is hereby amended to read as follows:

                     BEST STARTS FOR KIDS - From the best starts for kids fund there is hereby appropriated to:

                     Best starts for kids                     $2,642,000

The maximum number of additional FTEs for best starts for kids shall be:                     18.00

                     ER1 EXPENDITURE RESTRICTION:

                     Of this appropriation, $1,593,000 shall be expended solely to support 6.0 FTE planning positions for best starts for kids levy activities. Of that amount, no funds may be expended for implementation of best starts for kids levy activities related to the youth and family homelessness prevention initiative until the implementation plan relating to the youth and family homelessness and prevention initiative described in Ordinance 18088, Section 5.A.1., is approved by ordinance and no funds may be expended for implementation of best starts for kids levy activities related to the activities described in Ordinance 18088, Section 5.C., until the implementation plan that identifies the strategies to be funded and outcomes to be achieved with the use of levy proceeds described in Ordinance 18088, Section 5.C., is approved by ordinance.

                     ER2 EXPENDITURE RESTRICTION:

                     Of this appropriation, $100,000 shall be expended solely to contract for consultants to plan best starts for kids levy activities and programs that:

                     A.  Help youth stay enrolled and succeed in school;

                     B.  Teach youth employment skills, basic financial management, time management, resume writing and interview skills;

                     C.  Provide comprehensive advocacy to youth and their families throughout their contact with the juvenile justice system; or

                     D.  Provide alternatives to detention for justice-involved youth.

                     ER3 EXPENDITURE RESTRICTION:

                     Of this appropriation, no funds may be expended for awards or other contracts for the communities of opportunity strategy area until the enactment date of Proposed Ordinance 2016-0283, establishing the successor to the governance group as required by Ordinance 18220, Section 1.G.

                     ER4 EXPENDITURE RESTRICTION:

                     Of this appropriation, $316,000 shall be expended solely for services eligible for best starts for kids funding that are provided by the Si View Metropolitan Parks District, as authorized in the Best Starts for Kids Implementation Plan approved by Ordinance 18373.

                     ER5 EXPENDITURE RESTRICTION:

                     Of this appropriation, $115,000 shall be expended solely for services eligible for best starts for kids funding that are provided by the Fall City Metropolitan Parks District under a plan for eligible services submitted by the district and approved by the King County executive, as authorized in the Best Starts for Kids Implementation Plan approved by Ordinance 18373.

                     ER6 EXPENDITURE RESTRICTION:

                     Of this appropriation: $1,320,000 shall be expended solely for contracts for services and investments as described in subsections A through G of this expenditure restriction.  Each contract shall be of no less than two years and no more than three years duration and must be awarded through a competitive process such as a request for proposals.  No contract may be awarded unless the executive has sought the input of the legislative branch in developing the specific competitive process for the contract and legislative staff have been invited to serve in a nonvoting capacity in the review by the department of community and human services of applications and deliberation over contract awards.  No contract may be awarded unless the executive has invited the children and youth advisory board established by Ordinance 18217 to select a member or members to participate in the review of applications and deliberation over awards for each contract.  Of this $1,320,000:

                     A.  $145,000 shall be expended solely for contracts supporting investments in the programmatic approach of Direct Services and System Building to Assure Healthy Development within the Prenatal to Five Years allocation as described in the Best Starts for Kids Implementation Plan approved by Ordinance 18373;

                     B.  $250,000 shall be expended solely for contracts supporting investments related to the Help Me Grow Framework-Caregiver Referral System within the Prenatal to Five Years allocation as described in the Best Starts for Kids Implementation Plan approved by Ordinance 18373;

                     C.  $150,000 shall be expended solely for contracts supporting investments in the programmatic approach of Help Youth Stay Connected to Families and Communities within the Five to 24 Years allocation as described in the Best Starts for Kids Implementation Plan approved by Ordinance 18373;

                     D.  $200,000 shall be expended solely for contracts supporting investments in the programmatic approach of Meet the Health and Behavior Needs of Youth within the Five to 24 Years allocation as described in the Best Starts for Kids Implementation Plan approved by Ordinance 18373;

                     E.  $220,000 shall be expended solely for contracts supporting investments in the programmatic approach of Build Resiliency of Youth and Reduce Risky Behaviors within the Five to 24 Years allocation as described in the Best Starts for Kids Implementation Plan approved by Ordinance 18373;

                     F.  $255,000 shall be expended solely for contracts supporting investments in the programmatic approach of Stop the School-to-Prison Pipeline within the Five to 24 Years allocation as described in the Best Starts for Kids Implementation Plan approved by Ordinance 18373; and

                     G. $100,000 shall be expended solely for contracts supporting investments in the programmatic approach of Helping Young Adults Who Have Had Challenges Successfully Transition into Adulthood within the Five to 24 Years allocation as described in the Best Starts for Kids Implementation Plan approved by Ordinance 18373.

                     ER7 EXPENDITURE RESTRICTION:

                     Of this appropriation, $270,000 shall be expended solely for amendments to existing contracts to include investments in Early Intervention Services programs within the programmatic approach of Direct Services and System Building to Assure Healthy Development within the Prenatal to Five Years allocation as described in the Best Starts for Kids Implementation Plan approved by Ordinance 18373.

                     SECTION 3.  Ordinance 17941, Section 95, as amended, is hereby amended to read as follows:

                     PUBLIC HEALTH - From the public health fund there is hereby appropriated to:

                     Public health                      $174,000

The maximum number of additional FTEs for public health shall be:                      15.50
