AN ORDINANCE adopting an update to the Rural Economic Strategies Plan.

STATEMENT OF FACTS:
1.  The ordinance adopting the 2012 King County Comprehensive Plan, Ordiance 17485, Section 50, directed the executive to update the Rural Economic Strategies Plan and transmit an ordinance to the council adopting the plan.
2.  Attachment A to this ordinance provides the updated Rural Economic Strategies Plan for council review and consideration.
      BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
      SECTION 1.  The Rural Economic Strategies Plan 2013, Attachment A to this ordinance, is hereby adopted.
      SECTION 2.  A.  The executive shall transmit a report that identifies the next steps in the implementation of the rural economic strategies plan.  The report shall include:
        1.  The projects, programs, initiatives or other actions that implement the rural economic strategies plan for each economic cluster, also identifying the executive's priorities, including justification for identified priorities, in the implementation of the rural economic strategies plan;
        2.  The measures and targets, or a specific timeline for identification of the measures and targets, to evaluate the effectiveness of the rural economic strategies plan implementation;
        3.  The plan for engagement of community service areas, the public and stakeholders in the implementation of the rural economic strategies plan; and
        4.  A plan and timeline for the ongoing evaluation and reporting to the council regarding the implementation of the rural economic strategies plan.
      B.  The report and motion acknowledging receipt of the report shall be transmitted to the council by June 1, 2015, in the form of a paper original and an electronic copy to the clerk of the council, who shall retain the original and provide an electronic copy to all councilmembers, the council chief of staff, and the lead staff for the transportation, economy and environment committee, or its successor.
      SECTION 3.  A.  The executive shall transmit a report that identifies alternatives for assessing impacts and benefits of county decision making and actions that primarily effect unincorporated area residents.  The report shall include:
        1.  A description of the types of decisions and actions that merit assessment;
        2.  A description of possible policies, processes and analytic tools to support the assessments; and
        3.  A recommendation on implementation measures and a timeline for implementation.
      B.  The report and motion acknowledging receipt of the report shall be transmitted to the council by December 1, 2015, in the form of a paper original and an electronic copy to the clerk of the council, who shall retain the original and provide an electronic copy to all councilmembers, the council chief of staff, the policy staff director and the lead staff for the transportation, economy and environment committee, or its successor.
