BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. On November 22, 2010, the county enacted Ordinance 16981, which, among other things, modified the fees for parking in county automotive parking facilities, as defined in the ordinance. Ordinance 16981, Section 6, provided that its effective date is January 1, 2011.
B. The county executive has received a request from several labor unions to bargain over the changes made in Ordinance 16981. Although the county has no duty to bargain over those changes, the county executive, in a spirit of collaboration with the unions, wishes to delay the application of Ordinance 16981 until February 1, 2011, in order to provide time for a discussion between representatives of the county executive and the unions about the effects of the changes made in the ordinance. The executive has asked the council to adopt legislation delaying the application of Ordinance 16981.
C. Unless this ordinance is enacted as an emergency the new rates set forth in Ordinance 16981would be applicable for several weeks before it would be possible to conduct discussions with labor unions.
D. In anticipation that the council would grant his request, the executive has delayed implementation of Ordinance 16981 pending council action on this ordinance.
SECTION 2. Ordinance 16981 Section 6, is amended to read as follows:
This ordinance takes effect ((January)) February 1, 2011.
SECTION 3. The county council hereby ratifies the county executive's delay in implementing Ordinance 16981 pending enactment of this ordinance.
