Title
A MOTION declaring that the transfer of the park and ride facility at Fifth Avenue NE and NE 112th to the city of Seattle for active park purposes is in the best interests of the citizens of King County and requesting the executive to take necessary steps to complete the transfer.
Body
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
WHEREAS, King County operates a park and ride facility at Fifth Avenue NE and NE 112th Street in Seattle, which has been identified by the city of Seattle as the future site of an active park facility in the City of Seattle Northgate Area Comprehensive Plan, dated September 1993, and
WHEREAS, pursuant to King County Ordinance 13581, King County sold a portion of the park and ride facility to the city of Seattle for $298,000 to extend NE 112th Street and was provided sixty leased replacement parking stalls in the Touchstone Northgate North project for thirty years or until the entire park and ride facility is sold to the city of Seattle and relocated into structured parking constructed as part of the Northgate Mall expansion, and
WHEREAS, King County's transit-oriented development project at Northgate is anticipated to include a new Northgate transit center relocated to NE First Avenue, off-street bus layover, fourteen hundred park and ride stalls and light rail right-of-way, all located within a base structure with private uses constructed above it, which structure would provide the replacement park and rides stalls referred to in King County Ordinance 13581, and
WHEREAS, in February 2003, King County and the Seattle department of transportation reached agreement that relocating the Northgate transit center to NE First Avenue should be included as an alternative in ongoing design and state Environmental Policy Act studies for the Northgate transit-oriented development project, and
