Title
AN ORDINANCE approving the Soos Creek Water & Sewer District Comprehensive Water System Plan and Sewer Comprehensive Plan.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water and sewer utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
RCW 43.20.260 requires that water system plans for any new industrial, commercial, or residential use are to be consistent with the requirements of any comprehensive plans or development regulations adopted under chapter 36.70A RCW or any other applicable comprehensive plan, land use plan, or development regulation adopted by a city, town, or county for the service area.
The Soos Creek water and sewer district ("district") currently provides water service to approximately fifty thousand residents, several schools and businesses and sewer service to approximately eighty-thousand residents. The district is located in the southeast portion of King County.
The district obtains its water from Seattle Public Utilities. The average annual water demand is currently approximately 4.1 million gallons per day. The demand is projected to increase to about 5.6 million gallons per day in 2023, assuming a modest water conservation reduction of one percent per year.
The district is planning a water system capital improvement program valued at approximately $61,000,000 over the long-term planning period. The capital improvements proposed include modifications to the storage and distribution systems. The district also is planning sewer system capital improvements of approximately $34 million for the long-term planning period.
The King County utilities technical review committee ("UTRC") reviewed and conditionally approved the plan on December 8, 2004. The conditions of approval have been met in the plan with copies attached to this ordinance. The UTRC recommends that the King County council approve ...
