Title
AN ORDINANCE authorizing the executive to enter into extended and amended contracts for the handling, recycling and disposal of construction, demolition and land clearing debris.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. The county is a party to two identical contracts for handling and disposing of construction, demolition, and land clearing (CDL) debris. The contracts, each titled Contract for Construction, Demolition and Land-Clearing Services ("CDL Contracts"), were entered into with Regional Disposal Company on May 1992 and with Waste Management of Washington, Inc., in June 1993 following a competitive RFP process.
B. The CDL contracts were effective through May 31, 2004, with an option to extend the term.
C. Before the expiration of the initial term, the parties entered into an interim extension of the CDL contracts through September 1, 2004, and a second interim extension of the CDL contracts through September 30, 2004.
D. The parties have agreed to the terms of an extension of the CDL contracts, referred to as "Extended Contract for Construction, Demolition, and Land Clearing Handling Services" ("extended CDL contract").
E. The extended CDL contract provides numerous benefits to the public, including ensuring the continued availability of state-of-the art facilities for handling the region's CDL waste and additional incentives for recycling CDL debris to keep it out of landfills, among other public benefits.
SECTION 2. Contract authorized. The council hereby authorizes the King County executive to enter into the extended CDL contracts in substantially the form
attached to this ordinance along with any amendments that are consistent with the terms of the original procurement.
