A MOTION authorizing the county executive to execute an interlocal agreement with Pierce and Snohomish counties for joint participation in homeland security and emergency preparedness program purposes, under the Interlocal Cooperation Act.

      WHEREAS, the tri-county area has expressed a cooperative interest in the establishment of an Interlocal Agreement for Joint Participation in Homeland Security and Emergency Preparedness Programs Between and Among King County, Pierce County and Snohomish County, Washington, and
      WHEREAS, the Interlocal Cooperation Act, chapter 39.34 RCW, provides a useful mechanism for such a purpose, and
      WHEREAS, chapter 38.52 RCW authorizes emergency management organizations to enter into mutual aid agreements with respect to the carrying out of emergency management functions, and
      WHEREAS, the King County council, with Motion ______ (Proposed Motion No. 2003-0200), has made it policy to take a regional approach to homeland security preparedness and planning;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The county executive is hereby authorized to execute the interlocal agreement with Pierce and Snohomish counties attached to this motion.
