Title
AN ORDINANCE relating to accepting gifts, bequests and donations for the citizen councilor network; and adding a new section to K.C.C. chapter 2.80.

STATEMENT OF FACTS:
1. The citizen councilor network was created as a result of a county citizen initiative.
2. On September 7, 2007, the council adopted Ordinance 15896 creating a citizen councilor network led by a citizen councilor coordinator who reports to the county auditor.
3. The council intends that the citizen councilor network be fully supported by public donations.
4. In a letter dated October 9, 2007, to the metropolitan King County council, Dick Spady, President of Dick's Drive-Ins, LTD, L.P., guaranteed that up to three hundred ten thousand dollars will be available, if needed, to fund operations and oversight during the first two years of citizen councilor network operations. Dick's Drive-Ins will make these donations as requested by the county auditor.
5. K.C.C. 2.80.010 requires that each donation of more than two thousand dollars be accepted by motion.
6. Since there will be many donations of funds from both Dick's Drive-Ins and other county residents and employees to support the citizen councilor network, acceptance of future donations would be more efficient if the metropolitan King County council did not have to accept by motion each donation of under fifty thousand dollars for the citizen councilor network.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
NEW SECTION. SECTION 1. There is hereby added to K.C.C. chapter 2.80 a new section to read as follows:
This chapter does not apply to gifts, bequests or donations, of under fifty thousand
dollars, received for King County citizen councilor network, also known as King County community forums, purposes.
