Title
A MOTION authorizing the chair of the council to enter into a contract with Granicus for the installation and maintenance of a streaming video management system and a contract amendment with Daystar Computer Systems, Inc., for further customization of the legislative management system approved in Motion 10525.
Body
WHEREAS, there are approximately eight hundred pieces of legislation each year introduced by members of the metropolitan King County council, and
WHEREAS, the council in 2000 purchased a legislative management system from Daystar Computer Systems, Inc. ("Daystar"), which has provided enhanced management and tracking services to the public, the council, and county staff through the Internet, and
WHEREAS, Daystar has served the county well, providing online public access to the council's business through legistar and legisearch, and
WHEREAS, upon review of the council's current requirements it appears that further customization of the automated legislative management system is necessary to meet the needs of the public, the council and county agencies, and
WHEREAS, a contract amendment for three thousand dollars, which includes installation and maintenance has been negotiated with Daystar, and
WHEREAS, King County Television has been providing a valuable public service through delivery of online streaming video of the council's meetings since 2001, and
WHEREAS, citizens have asked for enhanced streaming video services, including indexing of meetings and other events, and integration of the streaming video with the council's legislative management system, and
WHEREAS, Granicus is a partner with Daystar in providing such streaming video services, and
WHEREAS, council staff has exercised due diligence in identifying Granicus as the most suitable vendor to provide the streaming video services that will integrate with the Daystar legislative management system;
