AN ORDINANCE authorizing the county executive to execute revised interlocal agreements for electronic fingerprint capture equipment services, between King County and the cities in King County, the Port of Seattle, the University of Washington and Sound Transit.

STATEMENT OF FACTS:
1. Most police agencies within King County currently use Livescan fingerprint capture stations provided by the King County regional automated fingerprint identification system ("AFIS") program.
2. The AFIS program is in the process of distributing two-hundred and fifty mobile handheld fingerprint capture devices to police agencies throughout the county. Almost half of the devices have been distributed and over three hundred officers are trained to use them. As the cities sign the interlocal agreements, those cities' police agencies are scheduled for Mobile ID implementation and training by the AFIS program.
3. The interlocal agreement previously transmitted in Ordinance 17865 has been signed by nineteen cities, the Port of Seattle, the University of Washington and Sound Transit.
4. Attachment A to this ordinance is a revised interlocal agreement, which addresses the sheriff's office contract cities' concerns regarding indemnification language.
5. Attachment B to this ordinance is a revised interlocal agreement, which addresses the remaining cities' concerns regarding indemnification language.
6. Participation in interlocal agreements for the use of the equipment is to the benefit of the citizens of King County, as the equipment is purchased with King County levy-funded dollars.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY
SECTION 1. The county executive is authorized to execute agreements, substantially in the form of Attachment A to this ordinance, with sheriff's office contract cities that are using or are planning to use electronic fingerprint capture equipment provided by the regional automated fingerprint identification...
