AN ORDINANCE authorizing the King County executive to enter into an intergovernmental land transfer agreement for Fall City park between King County and the Snoqualmie Tribe.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. The parks and recreation division of the department of natural resources and parks's Business Transition Plan provides direction for partnering with groups and jurisdictions for the transfer and subsequent maintenance and stewardship of park land as appropriate. This transfer will result in the Snoqualmie Tribe taking ownership of Fall City park, a principal village of the tribe until the mid-nineteenth century, to be maintained as a community park.
B. King County desires the transfer of the Fall City park to the Snoqualmie Tribe to include all aspects of day-to-day maintenance, the scheduling of facilities and the necessary capital improvements to keep the park at or above levels of service provided by the county.
C. Consistent with the Business Transition Plan, this transfer will result in relieving the county of maintenance and operations obligations for the property, and ensuring continued and enhanced recreational opportunities for residents in the Fall City area.
D. King County and the Snoqualmie Tribe have agreed to terms of an interlocal agreement for the transfer of Fall City park to the tribe.
E. The recitals in the agreement set forth relevant facts supporting and explaining the terms of the transfers.
F. King County and the tribe have agreed that the transfers will take place within thirty days following execution of the interlocal agreement by both parties.
G. Transfer of the park under the terms and conditions of the attached agreement will serve an important county purpose by ensuring that the park will remain open and available for community use.
