Title
AN ORDINANCE approving and adopting the updated 2025-2030 King County Regional Hazard Mitigation Plan, as approved by the Federal Emergency Management Agency.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. King County supports disaster mitigation efforts and regional disaster planning.
B. A locally adopted plan reviewed and approved by the Federal Emergency Management Agency ("FEMA") is required under the Disaster Mitigation Act of 2000.
C. Regular revisions and updates to the five year plan are required by FEMA.
D. In October 2004, Ordinance 15038 approved the county's initial five year Regional Hazard Mitigation Plan.
E. In December 2009, Ordinance 16715 approved an update to the Regional Hazard Mitigation Plan.
F. In March 2015, Ordinance 17996 approved the second update of the Regional Hazard Mitigation Plan.
G. In September 2020, Ordinance 19160 approved the revision and update of the Regional Hazard Mitigation Plan.
H. Another update to the plan is now required to comply with the Disaster Mitigation Act of 2000.
I. King County and other political subdivisions and organizations within King County have a cooperative interest in disaster mitigation planning efforts. Over sixty jurisdictions and other partners participated in the drafting of the update to the plan in Attachment A to this ordinance, the 2025-2030 King County Regional Hazard Mitigation Plan.
J. It is expected that over fifty jurisdictions will adopt the update as their base plan following FEMA approval.
K. FEMA approval of the plan enables the county to seek federal mitigation project funding related to potential hazards the region may experience and federal Public Assistance Program funding related to permanent repairs to infrastructure resulting from federally-declared disasters over the next five year planning period.
L. The enactment of this ordinance is required for final approval from FEMA.
