AN ORDINANCE establishing a committee as a coordinating body for emergency management issues concerning the continued operation of King County government during disasters and other emergencies; and adding a new section to K.C.C. chapter 2A.310.

PREAMBLE:
Emergency management in King County is a process of preparing for, mitigating against, responding to and recovering from an emergency or disaster in our region. King County government recognizes the need to prepare for emergencies that can impact employees, constituents and operations.
Among the highest priorities is the continued delivery of critical government services during times of crisis. Toward that end, King County is seeking to strengthen its ability to prepare and respond in an effective, coordinated fashion, on behalf of the millions of people who live and work in King County.
BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
NEW SECTION. SECTION 1. There is hereby added to K.C.C. chapter 2A.310 a new section to read as follows:
A. The King County emergency management coordinating committee is hereby established. Except as otherwise provided by state law, the committee shall be the coordinating body for emergency management issues concerning King County government. The committee shall act in an advisory capacity to the office of emergency management to promote, advise, assist and review emergency management issues and to enhance preparedness for King County employees and the departments and other county entities that they serve, on behalf of the county's residents and other constituents.
B. The committee shall be composed of members drawn from within King County government and may include, but not be limited to, at least one representative from each county department and agency and the office of emergency management, as determined appropriate by the head of each department or agency.
