AN ORDINANCE approving the Northeast Sammamish Sewer and Water District 2006 Sewer Plan.

PREAMBLE:
K.C.C. chapter 13.24 requires approval of comprehensive plans for water and sewer utilities as a prerequisite for granting right-of-way franchises and approval of right-of-way construction permits.
RCW 43.20.260 requires that water system plans for any new industrial, commercial, or residential use are to be consistent with the requirements of any comprehensive plans or development regulations adopted under chapter 36.70A RCW or any other applicable comprehensive plan, land use plan, or development regulation adopted by a city, town, or county for the service area.
The Northeast Sammamish sewer and water district ("thedistrict") was created in 1969 as the Sahalee sewer district, and has expanded and changed its name as that part of King County has become developed. The district currently provides sewer service generally within the incorporated area of the city of Sammamish. It has separate agreements with the city of Redmond and the Sammamish Plateau water and sewer district for the provision of sewer service, and the conveyance of wastewater to the regional wastewater system. The district also has agreements to provide service outside the Urban Growth Area ("the UGA") to four schools, which will ultimately be provided service by the city of Redmond. The total area served is approximately two thousand four hundred acres, most of which is already serviced, with the remainder to be served as development infill. The estimated population served within the district's boundaries is thirteen thousand five hundred people, and four thousand five hundred eighty equivalent residential units. The projected population at buildout is fourteen thousand seven hundred, which the district expects to achieve between 2020 and 2030.
