A MOTION adopting the King County Child Care Wage Incentive Pilot proposed budget, standards and administrative guidelines.
      body
      WHEREAS, the county council recognizes the need for better wages and benefits for child care teachers, and
      WHEREAS, the council on July 19, 1999, passed Ordinance 13591 which directed the executive to develop a proposal to implement a child care wage incentive pilot, and
      WHEREAS, King County is the first county in the nation to pass legislation related to improving child care teacher wages, and
      WHEREAS, key stakeholders, child care experts and others have been consulted to ensure inclusion of diverse perspectives on child care best practices, and
      WHEREAS, the executive had incorporated their recommendations into the child care wage proposal;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The King County Child Care Wage Pilot proposal, included as Attachment A to this motion, is hereby adopted, with the following additions and revisions:
      1.  The target area for the pilot program is expanded to include rural East King County as well as South King County.
      2.  Child Care providers meeting the eligibility requirements for the pilot program at the time of application will be given priority in selection over providers proposing to meet requirements after selection.
      3.  The budget is revised to reduce costs for administration and evaluation and increase funding for wage subsidies, as shown in Attachment B.
