A MOTION approving the E-Commerce Management Plan.

      WHEREAS, in the 2001 budget, the county council requested that the executive develop an e-commerce management plan to describe the proposed roll-out of e-commerce services, including a description of pilot operations, objectives, and preparations for extending e-commerce beyond the pilot phase, and
      WHEREAS, the executive has determined that the county is able to use the state of Washington's digital government infrastructure to support its e-commerce activities and thereby avoid the time and costs of developing, procuring and staffing a redundant infrastructure, and
      WHEREAS, the executive has determined that it is important to continue work to lay the foundation for providing standardized e-commerce services to the public to enable the county and the public to obtain future efficiencies, to avoid risks that follow from agencies using different methods, and to take advantage of opportunities to use technology to improve service delivery, and
      WHEREAS, the council has reviewed the E-Commerce Management Plan, and
      WHEREAS, the council understands that the proposed pilot program will be used to develop a deeper and broader knowledge of the best ways the county could use to implement standardized e-commerce services, and
      WHEREAS, the council understands that, before the roll-out of production applications, both an updated e-commerce management plan, which will detail the resources required for roll-out and deployment, and a set of e-commerce policies and guidelines will be published to establish a uniform countywide approach that ensures security and privacy issues are addressed appropriately;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
 
      The report, E-Commerce Management Plan, Attachment A to this motion, is hereby approved and adopted.
