A MOTION requesting the King County council approve a request for proposals which will solicit proposals to acquire a facility necessary for the consolidation of King County elections.

WHEREAS, on July 14, 2003, the county council adopted Ordinance 14711 establishing a King County citizens' election oversight committee to examine procedural issues that had been identified in the 2002 and 2003 elections, to identify the causes of the problems, to review all elections procedures and to recommend actions for improving the conduct of elections in King County, and
WHEREAS, on August 30, 2004, the council passed Motion 11987, which set a schedule to implement those recommendations of the citizens' election oversight committee that had not yet been implemented, recognizing that the majority of the recommendations had already been implemented, and
WHEREAS, King County intends to institute reforms that will further improve the elections process in King County and Washington state, and will help restore public confidence in elections, and
WHEREAS, on June 13, 2005, the King County council adopted Motion 12099 requesting the executive undertake a space planning effort to define the needs for a consolidated elections operations facility, and
WHEREAS, on June 2, 2005, in response to Motion 12099 the King County executive produced a report titled King County 2005 space planning option; analysis of 2005 high priority space requirements defining the space needs and facilities requirements for a consolidated elections facility, and
WHEREAS, the King County council adopted Ordinance 15246 which directed the executive to submit to the council a request for proposals ("RFP") for an open competitive public process to consolidate King County elections consistent with the intent of Motion 12099.
