Title
A MOTION authorizing the chair of the council to enter into a contract for consultant services to oversee management of a citizen engagement process to prioritize county services.
Body
WHEREAS, Motion 12545 adopted King County Budget Priorities for 2008 - Building on 2007 Priorities for People - Setting and Implementing the Council Vision to inform the 2008 budget process, and
WHEREAS, in preparing for the 2008 budget, the metropolitan King County council conducted an extensive citizen engagement process to identify the highest priorities for the residents of King County, and
WHEREAS, the identified aspiration to earn public trust would require the engagement of county citizens to aid in the development of countywide priorities for their county government, and
WHEREAS, this priority setting process requires public workshops and other means of developing countywide priorities to report to the council and to serve as a guideline for policy direction to the executive in preparing his proposed budget for 2009, and
WHEREAS, the metropolitan King County council wishes to secure a contract with an independent consultant to conduct this citizen engagement process;
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The chair of the metropolitan King County council is authorized to enter into a contract, in an amount not to exceed one hundred five thousand, two hundred dollars, with Elway Research, Inc., to conduct a citizen engagement process including, but not limited to, public workshops to prioritize county services, a televised and interactive public town hall meeting and preparation of a report to the council on those identified
priorities, which will serve as a guideline for development of a policy directive for the executive's proposed 2009 budget.
