A MOTION approving the 2022 King County Repetitive Loss Area Analysis Report for transmittal to the Federal Emergency Management Agency.

WHEREAS, King County is currently a participating community in the National Flood Insurance Program and has been a member in good standing since 1978, and
WHEREAS, King County entered the National Flood Insurance Program Community Rating System in 1991, the federal program's first year of operation, and
WHEREAS, King County's voluntary participation in the National Flood Insurance Program as a Community Rating System Class 2 community provides residents of unincorporated King County with a forty percent discount on a standard flood insurance policy, and
WHEREAS, King County's efforts to reduce flood risks are furthered by an assessment of areas with repetitive flood insurance claims and identification of potential strategies to reduce risks, and
WHEREAS, a core prerequisite for the Community Rating System is development and adoption of a repetitive loss area analysis report to assess areas with homes and businesses with repetitive flood insurance claims, collect information on flood risks and identify potential strategies to reduce risk, and
WHEREAS, without an adopted repetitive loss area analysis King County would be demoted or "retrograded" to a Class 10 rating and a zero percent discount on flood insurance premiums, effectively increasing insurance costs by approximately $1,000,000 for policyholders in unincorporated King County, and
WHEREAS, King County supports the Federal Emergency Management Agency and Community Rating System repetitive loss area analysis goal of identifying potential strategies to reduce damage, disruption and distress from repetitive flooding throughout unincorporated King County, and
WHEREAS, these potential strategies are nonregulatory and do not bind the County to future budget or policy actions;
