A MOTION adopting the 2003 facility master plan update for the First Northeast Transfer/Recycling Station, dated March 2003.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
WHEREAS, the 1994 Facility Master Plan for the First Northeast transfer station concluded that, due to its age, which is almost forty years, and inadequate capacity to serve the anticipated population growth within the existing service area, the First Northeast Transfer Station required extensive improvements, and
WHEREAS, a new station and facility improvements will greatly improve the efficiency of the station's solid waste and recyclable materials processing capability, and
WHEREAS, the incorporation of the city of Shoreline, the listing of wild Puget Sound Chinook salmon as a threatened species, the advent of new stormwater regulations, and the update of the King County 2001 Comprehensive Solid Waste Management Plan necessitated the revision of the 1994 First Northeast Facility Master Plan, and
WHEREAS, the 2001 Comprehensive Solid Waste Management Plan, RTS 3, directs the county to focus capital investment to:
1. Maintain the county's system facilities in a safe condition for both the system's customers and the system's employees;
2. Upgrade its transfer system to serve a future waste export system when the Cedars Hills regional landfill reaches its permitted capacity, or at such earlier time as the county may decide;
3. Improve transfer stations to improve efficiency, capacity and customer service; and
4. Expand, relocate or replace or any combination thereof, transfer stations when safety, efficiency, capacity or customer services needs cannot be met by existing transfer facilities, and
WHEREAS, the 2001 Comprehensive Solid Waste Management Plan, RTS 12,
designates the First Northeast transfer station as capable of being expanded on its current site in order to provide a full range of solid waste disposal and recycling services for county residents and businesses, and
WHEREAS, the 2003 Facility Master Plan Update for the First Northeast Transfer/Recycling Station involved an extensive public involvement process, including creation of a citizens advisory committee, three public meetings and four citizen advisory committee meetings, resulting in substantial community support of the 2003 Facility Master Plan Update, and
WHEREAS, the city of Shoreline and the solid waste division have entered into a letter agreement defining city and county roles and responsibilities for environmental review and permitting for the project, and
WHEREAS, K.C.C. 4.04.210 requires the King County council to review, amend, defer or adopt operational master plans, facility master plans, facility program plans, CIP project cost elements, schedules and total budget in the annual CIP budget or amendments thereto pursuant to the provisions of the King County Charter, and
NOW, THEREFORE, BE IT MOVED by the Council of King County:
The 2003 Facility Master Plan Update for the First Northeast Transfer/Recycling Station, Attachment A to this Motion, is hereby approved.
