Title
A MOTION approving the Transfer System Level of Service Evaluation Criteria and Standards Report and establishing April 15, 2005, as the date the report on the analysis of transfer system needs and capacity shall be submitted to the King County council.
Body
      WHEREAS, King County adopted Ordinance 14971 relating to the timing for planning for waste export and annually reporting the solid waste division's progress toward meeting objectives identified in the Comprehensive Solid Waste Management Plan, and
      WHEREAS, Ordinance 14971 requires the development of transfer system level of service evaluation criteria and standards that provide objective measures for when a transfer station needs to be upgraded in place or relocated to a more appropriate location, or additional transfer stations need to be built to adequately serve the region's growing population, and
      WHEREAS, Ordinance 14971 formalized the collaboration of staff from the cities, the solid waste division and the King County council by creating the interjurisdictional technical staff group, and
      WHEREAS, a technical subcommittee of the interjurisdictional technical staff group met weekly to collaboratively develop the transfer system level of service evaluation criteria and standards report, and
      WHEREAS, the interjurisdictional technical staff group has reviewed and approved the transfer system level of service evaluation criteria and standards, and
      WHEREAS, the transfer system level of service evaluation criteria and standards have been provided to Waste Management and Rabanco/Allied for review and comment, and the solid waste division has received comments from Waste Management and Rabanco, and
      WHEREAS, the Transfer System Level of Service Evaluation Criteria and Standards Report has been transmitted to all cities participating in the county solid waste management system, the King County solid waste advisory committee and the solid waste interlocal forum, and
      WHEREAS, Ordinance 14971 requires that the timeline for submittal of each subsequent milestone report be identified in each preceding milestone motion;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The Transfer System Level of Service Evaluation Criteria and Standards Report in the form of Attachment A to this motion is hereby approved.  The report on the
 
analysis of transfer system needs and capacity will be transmitted to council on April 15, 2005.
