Title
A MOTION adopting the 2006 Facility Master Plan Update for the Bow Lake Transfer/Recycling Station.
Body
      WHEREAS, the Bow Lake transfer/recycling station operates twenty-four hours a day on weekdays and handles approximately one third of the system's total tonnage, playing a major role in the county's solid waste system, and
      WHEREAS, a new station and facility improvements will greatly improve the efficiency of the station's solid waste and recyclable materials processing capability, and
      WHEREAS, the Comprehensive Solid Waste Management Plan, RTS 3, directs the county to focus capital investment to:
      A.  Maintain the county's solid waste transfer system facilities in a safe condition for both the system's customers and employees;
      B.  Upgrade its transfer system to serve a future waste export system when the Cedar Hills regional landfill reaches its permitted capacity, or at such earlier time as the county may decide;
      C.  Improve transfer stations to improve efficiency, capacity and customer service; and
      D.  Expand, relocate or replace or any combination thereof, transfer stations when safety, efficiency, capacity or customer services needs cannot be met by existing transfer facilities, and
      WHEREAS, the Comprehensive Solid Waste Management Plan, RTS 12, designates the Bow Lake transfer/recycling station as capable of being expanded on its current site in order to provide a full range of solid waste disposal and recycling services for county residents and businesses, and
      WHEREAS, the development of the Bow Lake Facility Master Plan included a public notification and involvement process, which involves meetings with the host cities; letters to cities in the service area, as well as to the West Hill and North Highline Unincorporated Area Councils, local community groups, neighboring property owners, and commercial haulers; a public meeting; distribution of project information to customers at the facility; and development of a project website, and
      WHEREAS, the solid waste division worked collaboratively with the King County solid waste advisory committee and the metropolitan solid waste management advisory committee to develop the Transfer and Waste Export System Plan, which is consistent with the Comprehensive Solid Waste Management Plan, and
      WHEREAS, environmental review has been completed on the Bow Lake Facility Master Plan under the state Environmental Policy Act and a mitigated determination of nonsignificance has been issued, and
      WHEREAS, K.C.C. 4.04.210 requires the King County council to review, amend, defer or adopt operational master plans, facility master plans, facility program plans, capital improvement program ("CIP") project cost elements, schedules and total budget in the annual CIP budget or amendments thereto pursuant to the provisions of the King County charter;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
 
      The report entitled 2006 Facility Master Plan Update Bow Lake Transfer/Recycling Station February 2007 is hereby adopted.
