BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:,
SECTION 1. Ordinance 14265, Section 119, as amended is hereby amended by adding thereto and inserting therein the following:
From several capital improvement project funds there is hereby appropriated and authorized to be disbursed the following amounts for the specific projects identified in Attachment I of this ordinance.

The following proviso contained in Section 119 is hereby amended and expanded as follows:
PROVIDED FURTHER THAT:
Of the 2002 appropriation amount for the major maintenance reserve fund, Fund 3421, (($9,198,488)) $5,948,418 may be expended or encumbered only following council approval by motion of a report detailing ((the executive's evaluation of the effectiveness of the county's major maintenance program, as outlined in KCC 4.08.250D.4. The executive's report shall also include evaluation of: the major maintenance financing model's accuracy in estimating actual life-cycle maintenance costs; the completion rates for projects funded by the major maintenance reserve fund during the three full fiscal years, which are 1999, 2000 and 2001, the financing model has been implemented; and a proposal that justifies an appropriate level of reserves for the major maintenance reserve fund and an ordinance that authorizes the recommended reserves)) the integration of the data included in the Carter Burgess Building Assessment Report into the major maintenance program as outlined in K.C.C. 4.08.250D.4. The executive's report shall also specifically define how the major maintenance program will be organized and managed under the Facilities Management Division Re-organization report required under reorganization ordinance, Ordinance 14199.
The comprehensive project plan shall be filed with the council clerk. The original and 15 copies must be delivered to the clerk, who will retain the original and will forward copies to each councilmember and to the lead staff ((for the chair and lead staff)) of the budget and fiscal management committee or its successor.
PROVIDED FURTHER THAT:
Of the projects listed for the major maintenance reserve fund, Fund 3421, in Attachment 2 of the 2002 budget ordinance, Ordinance 14265, the projects that were previously subject to proviso and totaling $3,375,070 in appropriation authority may be initiated at this time. Those projects are as follows:
