Title
A MOTION approving the Preliminary Transfer and Waste Export Facility Recommendations and Estimated System Costs, Rate Impacts & Financial Policy Assumptions report.
Body
      WHEREAS, King County has adopted Ordinances 14971 and 15218 relating to the timing for planning for waste export and annually reporting the solid waste division's progress toward meeting objectives identified in the Comprehensive Solid Waste Management Plan, and
      WHEREAS, Ordinances 14971 and 15218 require the development of four milestone reports leading up to the transmittal of the Waste Export System Plan, and
      WHEREAS, the first milestone report on the Transfer System Evaluation Criteria and Standards was reviewed and approved by the regional policy committee, the natural resources and utilities committee and the King County council, and
      WHEREAS, the second milestone report on the Analysis of Transfer System Needs and Capacity was reviewed and approved by the regional policy committee, the natural resources and utilities committee and the King County council, and
      WHEREAS, the third milestone report on the Analysis of Options for Public and Private Ownership and Operation was reviewed and approved by the regional policy committee, the natural resources and utilities committee and the King County council, and
      WHEREAS, the motion approving the report on the Analysis of Options for Public and Private Ownership and Operation set January 31, 2006, as the date the fourth milestone report on the Preliminary Transfer and Waste Export Facility Recommendations and Estimated System Costs, Rate Impacts & Financial Policy Assumptions shall be transmitted to the King County council, and
      WHEREAS, in response to the metropolitan solid waste management advisory committee's and the solid waste advisory committee's request for additional time to review the fourth milestone report, the fourth milestone report is being transmitted on February 28, 2006, and
      WHEREAS, Ordinances 14971 and 15218 formalized the collaboration of staff from the cities, the solid waste division and King County council by creating the interjurisdictional technical staff group and the metropolitan solid waste management advisory committee, and
      WHEREAS, the metropolitan solid waste management advisory committee, the interjurisdictional technical staff group, and the King County solid waste advisory committee have worked with the solid waste division to develop the Preliminary Transfer and Waste Export Facility Recommendations and Estimated System Costs, Rate Impacts & Financial Policy Assumptions report, and
      WHEREAS, the interjurisdictional technical staff group has reviewed the Preliminary Transfer and Waste Export Facility Recommendations and Estimated System Costs, Rate Impacts & Financial Policy Assumptions report, and
      WHEREAS, the metropolitan solid waste advisory committee and the King County solid waste advisory committee have reviewed and approved the Preliminary Transfer and Waste Export Facility Recommendations and Estimated System Costs, Rate Impacts & Financial Policy Assumptions report, and
      WHEREAS, the Preliminary Transfer and Waste Export Facility Recommendations and Estimated System Costs, Rate Impacts & Financial Policy Assumptions report has been reviewed by union representatives and the commercial collection companies, and
      WHEREAS, the Preliminary Transfer and Waste Export Facility Recommendations and Estimated System Costs, Rate Impacts & Financial Policy Assumptions report has been transmitted to the solid waste interlocal forum;
      NOW, THEREFORE, BE IT MOVED by the Council of King County:
      The Preliminary Transfer and Waste Export Facility Recommendations and Estimated System Costs, Rate Impacts & Financial Policy Assumptions report, in the form of Attachment A to this motion, is hereby approved.  The Waste Export System Plan will be transmitted to the King County council on April 28, 2006.  The executive is requested to consult with stakeholders to prepare amendments and timelines for legislation to extend the due date for the waste export system plan to also include other work products discussed and agreed by stakeholders, which include, but are not limited to, a programmatic environmental review of the solid waste system, process and scope of work for independent third party review, solid waste rate forecast and rate proposal, progress on and schedule for completion of the solid waste management comprehensive plan update, solid waste program business plan and recommendations on proposed changes to solid waste interlocal agreements.
