Title

AN ORDINANCE relating to existing regional transportation boards, including the SeaShore Transportation Forum, the Eastside Transportation Partnership, and the South County Area Transportation Board; authorizing the executive to enter into agreements for their continuation and committing to King County staff support through 2028.

Body

STATEMENT OF FACTS

1.  King County and the cities in King County have a long history of multijurisdictional transportation planning and have found that benefits can be achieved by multijurisdictional coordination, including a cooperative approach to planning, financing, and construction of needed transportation improvements.

2.  Existing transportation planning forums, consisting of the SeaShore Transportation Forum, the Eastside Transportation Partnership, and the South County Area Transportation Board have served as important forums for information sharing, consensus building, and coordination to develop recommendations for transportation policies, projects, and programs for King County and the region.

3.  Each of those forums has formed effective partnerships to meet the growing need for transportation services and facilities throughout the County.

4.  Each of those forums is expected to continue to provide valuable recommendations on numerous policy, planning, and implementation decisions.

5.  The agreements:

  a.  Commit to staff support for their continuation through 2028;

  b.  Confirm the forums' responsibility to provide advice to King County on Metro transit department planning, development, and implementation of products and services; and

  c.  Acknowledge the role of the SeaShore Transportation Forum, the Eastside Transportation Partnership, and the South County Area Transportation Board in providing advice to Sound Transit, the Puget Sound Regional Council, the Washington state Department of Transportation, the State Legislature, federal delegations, and other transportation bodies.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:

                     SECTION 1.  The executive is hereby authorized to execute agreements, substantially in the form of Attachments A, B, and C to this ordinance, for the SeaShore Transportation Forum, the Eastside Transportation Partnership, and the South County

Area Transportation Board, and to take all other actions necessary to implement the terms of those agreements.
