Title

A RESOLUTION concerning the regional policy committee's further review and recommendation of Proposed Ordinance 2023-0373.4.

Body

                     WHEREAS, the King County Charter establishes regional committees to develop, recommend, and review regional policies and plans for consideration by the metropolitan King County council, and

                     WHEREAS, the charter establishes the subject matter areas for the regional policy committee to be those countywide plans and policies included in the committee's work program, and

                     WHEREAS, the county council dually referred Proposed Ordinance 2023-0373, concerning the implementation plan for the veterans, seniors, and human services levy, first to the regional policy committee as a mandatory referral, and then to the committee of the whole, and

                     WHEREAS, at its November 27, 2023, meeting, the regional policy committee took up Proposed Ordinance 2023-0373 for review and recommendation.  The regional policy committee amended the proposed ordinance and made a do pass recommendation on the proposed ordinance, as amended, resulting in version 2 of Proposed Ordinance 2023-0373 ("2023-0373.2"), and

                     WHEREAS, at its November 29, 2023, meeting, the committee of the whole took up 2023-0373.2, recommended as a do pass by the regional policy committee and amended the proposed ordinance to replace Attachment A with an updated version that removed language allowing capital grants as an eligible strategy expenditure, removed $6 million in funding from HL 16: support food security in King county, for a grant program for capital investments to support food security providers and programs, and restored that funding to FS 6: human services workforce stabilization, resulting in version 3 to Proposed Ordinance 2023-0373 ("2023-0373.3"), and

                     WHEREAS, at its December 5, 2023, meeting, the King County council further amended the proposed ordinance, creating version 4 ("2023-0373.4"), to include program and provider operating and capital costs support as an eligible strategy HL 16 funding use, and to require the department of community and human services to prioritize reallocating the first available $750,000 annually of uncommitted levy proceeds, in an amount or amounts determined by the department, to one or more of the plan's three unfunded levy strategies, and

                     WHEREAS, the council rereferred 2023-0373.4 to the regional policy committee on December 5, 2023, and

                     WHEREAS, the charter allows for the regional policy committee, on rereferral, to have the opportunity for further review and recommendation of 2023-0373.4 and to concur in, dissent from, or recommend additional amendments to the proposed ordinance, and

                     NOW, THEREFORE, BE IT MOVED by the King County regional policy committee:

                     The regional policy committee concurs with Proposed Ordinance 2023-0373.4.
