AN ORDINANCE authorizing the King County executive to enter into a lease for 720 square feet of animal clinic and boarding space, located at 821 164th Avenue Northeast in Bellevue to house the eastside pet adoption center, a program in the records, elections and licensing services division of the department of executive services.

BE IT ORDAINED BY THE COUNCIL OF KING COUNTY:
SECTION 1. Findings:
A. The King County eastside pet adoption center is a program in the records, elections and licensing services division of the department of executive services.
B. The eastside pet adoption center has been located at 821 164th Avenue Northeast in Bellevue for the past ten years.
C. The rental rate will be four thousand four hundred and seventy five dollars a month. The rate shall be adjusted annually thereafter by using the consumer price index-all urban consumers, Seattle-Tacoma-Bremerton index. Notwithstanding this index, the annual lease rate increase shall be limited to not less than two percent per year as a minimum increase and not more than five percent per year as a maximum increase. The lease commences on January 1, 2007, and concludes December 31, 2011.
D. This lease agreement represents no change in the approved staffing, work program, budget or physical location.
E. In accordance with K.C.C. 4.04.040, the King County council may adopt an ordinance permitting the county to enter into contracts requiring the payment of funds from the appropriation of subsequent fiscal years.
SECTION 2. The King County executive is hereby authorized to execute a five-year lease, in substantially the form attached, at the following location: seven hundred square feet located at 821 164th Avenue Northeast in Bellevue. The effective date of this lease is January 1, 2007. The space will be used by the eastside pet adoption center, a
program in the records, elections and licensing services division of the department of executive services.
