meeting. Seeing no objections, the minutes were approved.

AN ORDINANCE related to requirements for the treatment of and services to juveniles in the custody of

the department of adult and juvenile detention; amending Ordinance 18637, Section 2, and

K.C.C.2.65.010, Ordinance 18637, Section 3, and K.C.C.2.65.020, and Ordinance 18637, Section 4, and

K.C.C.2.65.030 and adding a new section to K.C.C. chapter 2.65.

Leah Krekel-Zoppi, Council staff, briefed the committee and answered questions from

the members. Jeneva Cotton, Division Director, Department of Adult and Juvenile

Detention, Juvenile Detention Division, also addressed the committee and answered

questions from the members.

AN ORDINANCE related to the establishment of a King County human and civil rights commission;

amending Ordinance 15548, Section 1, as amended, and K.C.C 2.28.0015 and Ordinance 12058,

Section 9, as amended, and K.C.C. 2.55.010, adding a new chapter to K.C.C. Title 2, and repealing

Ordinance 2647, Section 3, as amended, and K.C.C. 3.10.010, Ordinance 2647, Section 4, as amended,

and K.C.C. 3.10.020, Ordinance 2647, Section 5, as amended, and K.C.C. 3.10.030, Ordinance 12058,

Section 4, and K.C.C. 3.10.040, Ordinance 2647, Section 7, as amended, and K.C.C. 3.10.050,

Ordinance 2647, Section 8, as amended, and K.C.C. 3.10.060, and Ordinance 6891, Section 4, as

amended, and K.C.C. 3.10.070.

Mary Bourguignon, Council staff, briefed the committee and answered questions from

the members. Monisha Harrell, Director, Office of Equity and Racial and Social

Justice, also addressed the committee.

Councilmember Dembowsi moved Striking Amendment S2. The Amendment was

adopted.

A motion was made by Councilmember Balducci that this Ordinance be

Recommended Do Pass Substitute. The motion carried by the following vote:

A MOTION acknowledging receipt of the civil protection order pilot evaluation report as required by the

2023-2024 Biennial Budget Ordinance, Ordinance 19546, Section 35, Proviso P1.B.

Melissa Bailey, Council staff, briefed the committee and answered questions from the

members. The Honorable Ketu Shah, Presiding Judge, King County Superior Court

(KCSC), The Honorable Aimée Sutton, Chief Judge, Unified Family Court, KCSC, and

Catherine Cornwall, Director, Department of Judicial Administration/KCSC Clerk, also

addressed the committee and answered questions from the members.

Councilmember Dunn moved Amendment 1. The Amendment was adopted.

Councilmember Dunn moved Title Amendment T1. The Amendment was adopted.
