Hybrid Meeting  
Hybrid Meetings: Attend King County Council meetings in person in  
Council Chambers (Room 1001), 516 3rd Avenue in Seattle, or through  
remote access. Details on how to attend and/or provide comment remotely  
are listed below.  
HOW TO PROVIDE PUBLIC TESTIMONY: The Council values community  
input and looks forward to hearing from you. Testimony must be limited to  
items listed on the agenda for council action, unless it's the fourth  
Tuesday of the month, when the Council will hear general comment on  
matters relating to county government. You are not required to sign up in  
advance.  
There are three ways to provide public testimony:  
1. In person: You may attend the meeting in person in Council Chambers.  
2. By email: You may testify by submitting a COMMENT email. If your  
testimony is submitted before 10:00 a.m. on the day of the Council  
meeting, your email testimony will be distributed to the Councilmembers  
and appropriate staff prior to the meeting. Please submit your testimony  
by emailing clerk.council@kingcounty.gov.  
3. Remote attendance on the Zoom Webinar: You may provide oral public  
testimony at the meeting by connecting to the meeting via phone or

Proclamation of April 17, 2024 as Khmer Genocide Remembrance Day in  
King County  
Councilmember Barón made remarks, read the Proclamation of April 17, 2024 as  
Khmer Genocide Day in King County, and introduced Sambath Eat, Executive Director  
of the Cambodian American Community Council of Washington, Sina Sam, member of  
the Khmer Anti-Deportation Advocacy Group, Sophia Som, member of the Cambodian  
Cultural Alliance of Washington, Srorn Ros, president of the Khmer Alliance  
Foundation and Cambodian American Friendship Foundation, and Jenny Ap, leader of  
a cohort team of Cambodian Americans Advocating Peace. Sambath Eat, Sina Sam,  
Sophia Som, Srorn Ros, and Jenny Ap made remarks and thanked the Council.  
Proclamation of May 12-18, 2024 as Police Week in King County  
Councilmember Dunn made remarks, read the Proclamation of May 12-18, 2024 as  
Police Week in King County, and introduced Patti Cole-Tindall, King County Sheriff.

Name: SW Harbor Island Roof Replacement  
Councilmember Upthegrove announced that under K.C.C. 4A.100.080 a transfer of  
emergent need contingency exceeding 25% of total project costs shall be noticed on  
two council agendas to give councilmembers an opportunity to object at either of these  
meetings. In addition to the May 7th agenda the notification will also be included on the  
May 21st agenda. Unless a councilmember objects, the transfer will go forward.
