The meeting was called to order at 1:37 p.m.

Mr. Irons led the flag salute and Pledge of Allegiance.
 
Approval of Minutes of January 6, 2003

Mr. von Reichbauer moved to approve the minutes of the January 6, 2003 meeting without reading,
noting a correction to the agenda. Seeing no objection, the Chair so ordered.
 
Reports on Special and Outside Committees

Mr. McKenna reported on his attendance at the Eastside Transportation Partnership which meets on
a monthly basis to coordinate transportation planning policy among the cities and the county. At the
meeting, the members updated the membership of the ETP Board on activities concerning the
regional transportation investment district. They also elected a 2003 Chair, Fred Butler, Issaquah
City Councilmember, and Vice Chair, Phil Noble, Bellevue City Councilmember. Mr. McKenna also
indicated the state is represented at these meetings. The ETP will meet next on February 14, 2003 at
Overlake Hospital Conference Center.

Mr. Irons briefed the Council on the Economic Development Council. He indicated there was good
discussion at their recent meeting regarding economic development and land use, with outstanding
economic forecasters.

Ms. Patterson reported on the Puget Sound Regional Council Growth Management Board. The
Board had an overview of their 2004-2005 work program and discussed what projects would benefit
from federal funds available from last year.

Ms. Edmonds briefed the Council on her attendance at the State Board of Health meeting in
Olympia. The Board had an update on the smallpox plan. It also had briefings on performance
standards that are being developed for public health which would be applied to public health
districts across the state, and the West Nile virus. A report on the legislative session and specific
bills was also given.

Proclamation of January 13, 2003 as Korean American Centennial Immigration Day
Mr. von Reichbauer first commented on the social and cultural ties with other countries in our
region, specifically the special relationship our state and region has with Korea and then read the
Proclamation. He acknowledged Mr. John Chang, Shoreline City councilmember, who was present,
and expressed appreciation to Mr. Mike Park, the first Korean American Mayor of a city, currently
serving on the Federal Way City Council, who inspired him to offer this recognition.
Mr. von Reichbauer presented the Proclamation to the Honorable Byung-Rok Moon, Consul General
of the Republic of Korea. The Consul General thanked the Council.

Proposed Ordinance No. 2003-0006 Ms. Edmonds
AN ORDINANCE authorizing the executive to grant a conservation easement over Taylor
Mountain forest to the state of Washington Department of Natural Resources, in exchange
for a $2,800,000 federal forest legacy grant administered by the state Department of
Natural Resources.

Adjournment
As a personal privilege, Ms. Lambert commented on her awareness of gas stations selling precursors
used to make methamphetamines, indicating how important it was to be proactive in pursuing a stop
to it.

As a personal privilege, Mr. Pelz spoke of the swearing in of new legislators in Olympia on this date,
reminding him of his six years of service in the Legislature twelve years ago, and the enjoyment and
beginning of his seventh year serving as a King County councilmember.

As a personal privilege Mr. McKenna informed the Council that earlier in the day he and Mr. Irons
attended the ribbon cutting for the North Sammamish Plateau access road and Sunset Interchange.
Mr. Irons also made comments and indicated Executive Sims gave excellent remarks.
Ms. Lambert complimented the private industry, county and state on working together on the project.

The meeting was adjourned at 2:07 p.m.
