Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:34 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.
 
Roll Call
Present: Mr. Constantine, Mr. Gossett, Ms. Hague and Ms. Sullivan
Excused: Mr. Pullen
 
Approval of Minutes - February 25, 2003

The minutes of the February 25, 2003 meeting were approved.
Discussion and Possible Action

Proposed Motion No. 2002-0229 Ms. Lambert
A MOTION confirming the executive's appointment of Walter Kirk, who resides in council
district three, to the King County board of appeals and equalization.
Joanne Rasmussen, Council Staff, briefed the committee. Councilmember Kathy Lambert introduced
Walter Kirk, her nominee to the King County Board of Appeals and Equalization. Mr. Kirk,
appointee to the Board, and Mr. David Goff, Clerk of the Board, answered questions from the
members.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 4 - Mr. Constantine, Mr. Gossett, Ms. Hague and Ms. Sullivan
No: 0
Excused: 1 - Mr. Pullen

Proposed Motion No. 2002-0484 Ms. Lambert
A MOTION confirming the executive's appointment of Kris Meilahn, who was nominated
by King County Councilmember Kathy Lambert and who resides in council district three,
to the King County civil rights commission.
Joanne Rasmussen, Council Staff, briefed the committee. Councilmember Kathy Lambert introduced
Kris Meilahn, her nominee to the King County Civil Rights Commission. Ms. Meilahn, appointee to
the Civil Rights Commission, answered questions from the members.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Mr. Constantine, Mr. Gossett, Ms. Hague and Ms. Sullivan
No: 0
Excused: 1 - Mr. Pullen

Proposed Motion No. 2002-0550 Mr. Gossett and Ms. Hague
A MOTION approving the report, Law, Safety and Justice Strategic Integration Plan.
David Randall, Labor, Operations and Technology Committee Staff, Clifton Curry, Law, Justice and
Human Services Committee Staff, and Carrie Cihak, Budget and Fiscal Management Committee
Staff, briefed the committee. David Martinez, County Information Officer, answered questions from
the members.

Ms. Hague moved a striking amendment which updated the motion to reflect the 2003 adopted
budget and adopted the alternative law, safety and justice integration implementation plan. A
correction was made to the striking amendment to change "Ordinance 2002-0550" to "Motion
2002-0550". The striking amendment passed unanimously. Ms. Hague also moved a title
amendment that clarified that the motion approved the law, safety and justice alternative
implementation plan. The title amendment passed unanimously.
This matter was Amended.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:
Votes:
Yes: 4 - Mr. Constantine, Mr. Gossett, Ms. Hague and Ms. Sullivan
No: 0
Excused: 1 - Mr. Pullen

Proposed Ordinance No. 2003-0106 Mr. McKenna, Ms. Lambert and Mr.
Gossett
AN ORDINANCE authorizing an additional unclassified position in the King County
sheriff's office from the state civil service system for county sheriff's employees.
Mike Alvine, Council Staff, briefed the committee. Pat Lee, Chief, King County Sheriff's Office,
answered questions from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes:
Yes: 3 - Mr. Constantine, Mr. Gossett and Ms. Hague
No: 0
Excused: 2 - Mr. Pullen and Ms. Sullivan

Briefing No. 2003-B0052
Follow-up Report - Performance Audit of Residential Property Assessments
Cheryle Broom, King County Auditor, introduced the briefing topic. Ron Perry, Principal
Management Auditor, briefed the committee on the successful implementation by the Department of
Assessments and the Finance and Business Operations Division of the audit recommendations in the
Performance Audit of Residential Assessments. Scott Noble, King County Assessor responded to the
follow-up report and answered questions from the members.
This matter was Presented.
 
Other Business
There was no other business to come before the committee.
 
Adjournment
The meeting was adjourned at 10:58 a.m.
