		Chair Patterson called the meeting to order at 9:32 a.m.

		The minutes of September 21, 2004 and September 28, 2004 were approved as presented.
	Briefing

		Briefing No. 2004-B0208

		Follow-up Review on Wastewater Treatment Division Capital Planning Program
		Valerie Whitener, Principal Management Auditor, briefed the committee and answered questions from the members on the Wastewater Treatment Division Capital Planning Program.
		This matter was Presented.
	Discussion and Possible Action

		Mike Alvine, Council Staff, briefed the committee on Items #3 and #4 together. Debra Bellam, Labor Negotiator, Labor Relations, Department of Executive Services and Dustin Frederick, Business, SEIU, Local 519, answered questions from the members.

		Proposed Ordinance No. 2004-0536	Ms. Patterson and Mr. Phillips

		AN ORDINANCE approving and adopting the collective bargaining agreement and two memoranda of understanding negotiated by and between King County and Service Employees International Union, Public Safety Employees, Local 519 (Communications Specialists) representing employees in the sheriff's office and establishing the effective date of said agreement.
		A motion was made by Ms. Hague, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:

		Yes: 5 - Ms. Patterson, Ms. Hague, Mr. Constantine, Mr. Irons and Mr. Pelz No: 0 Excused: 0

		Proposed Ordinance No. 2004-0537	Ms. Patterson and Mr. Phillips

		AN ORDINANCE approving and adopting the collective bargaining agreement and two memoranda of understanding negotiated by and between King County and Service Employees International Union, Public Safety Employees, Local 519 (Communications Specialists) representing employees in the sheriff's office and establishing the effective date of said agreement.
		A motion was made by Ms. Hague, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:

		Proposed Ordinance No. 2004-0538	Ms. Patterson and Mr. Phillips

		AN ORDINANCE approving and adopting the collective bargaining agreement negotiated by and between King County and King County Police Officers Guild representing deputies and sergeants in the sheriff's office; and establishing the effective date of said agreement.


	Paul Carlson, Council staff, briefed the committee. Debra Bellam, Labor Negotiator, Labor Relations, Department of Executive Services and Steve Eggert, Labor Representative, King County Police Officer's Guild, answered questions from the members.
	A motion was made by Ms. Hague, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:

	Proposed Ordinance No. 2004-0539	Ms. Patterson and Mr. Phillips

	AN ORDINANCE approving and adopting the collective bargaining agreement negotiated by and between King County and International Brotherhood of Teamsters Local 117 (Administrative Support Employees) representing employees in the departments of executive services, natural resources and parks, community and human services, public health, and transportation; and establishing the effective date of said agreement.
	Doug Hodson, Council Staff, briefed the committee. Karen Place, Labor Negotiator, Labor Relations, Department of Executive Services; Betty Sorbo, Union Representative, International Brotherhood of Teamsters, Local 117; Mike Alvine, Council Staff; Arthur Thornbury, Council Staff; and Nancy Buonanno Grennan, Labor Relations Manager, Department of Executive Services, answered questions from the members.
	A motion was made by Ms. Hague, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:

	AN ORDINANCE approving and adopting the collective bargaining agreement negotiated by and between King County and Service Employees International Union, Public Safety Employees, Local 519 (Captains) representing employees in the King County Sheriff's Office; and establishing the effective date of said agreement.
	A motion was made by Ms. Hague, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:

	AN ORDINANCE approving and adopting the collective bargaining agreement negotiated by and between King County and Service Employees International Union, Public Safety Employees, Local 519 (Captains) representing employees in the King County Sheriff's Office; and establishing the effective date of said agreement.
	A motion was made by Ms. Hague, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:

	AN ORDINANCE approving and adopting the collective bargaining agreement negotiated by and between King County and Service Employees International Union, Public Safety Employees, Local 519 (DAJD Management Bargaining Unit), representing employees in the department of adult and juvenile detention; and establishing the effective date of said agreement.
	Arthur Thornbury, Council Staff, briefed the committee. Janice Dupree, Union Representative, SEIU, Local 510, and Dustin Frederick, Business Manager, SEIU, Local 519, answered questions from the members.
	A motion was made by Ms. Hague, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:

	AN ORDINANCE approving and adopting the collective bargaining agreement negotiated by and between King County and International Federation of Professional & Technical Engineers, Local 17 (Administrative Support & Rideshare) representing employees in the department of transportation; and establishing the effective date of said agreement.
	Mike Alvine, Council Staff, briefed the committee. David Levin, Labor Negotiator, Labor Relations, Department of Executive Services, answered questions from the members.
	A motion was made by Ms. Hague, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:

	AN ORDINANCE approving and adopting the collective bargaining agreement negotiated by and between King County and International Brotherhood of Electrical Workers, Local 77 (Power), representing employees in the department of transportation; and establishing the effective date of said agreement.
	Monica Clarke, Council Staff, briefed the committee. Art Locken, Executive Board Member, International Brotherhood of Electrical Workers, Local 77; Jerry Rutledge, supervisor, Power & Facilities, Department of Transportation; and David Levin, Labor Negotiator, Labor Relations, Department of Executive Services, answered questions from the members.
	A motion was made by Mr. Pelz, seconded by Ms. Patterson, that this matter be Recommended Do Pass Consent. The motion carried by the following vote:
Votes:
	Yes: 3 - Ms. Patterson, Mr. Constantine and Mr. Pelz No: 0 Excused: 2 - Ms. Hague and Mr. Irons
