Call to Order
The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:35
P.M. by Chair Edmonds.

Excused: Mr. Phillips

Proposed Substitute Ordinance No.
2003-0453.2
Ms. Edmonds
AN ORDINANCE relating to parks and agricultural product sales; designation of large
active recreation and multiuse parks; amending zoning provisions relating to new uses for
parks; amending Ordinance 10870, Section 331, as amended, and K.C.C. 21A.08.040,
Ordinance 10870, Section 332, as amended and K.C.C. 21A.08.050, Ordinance 10870,
Section 334, as amended and K.C.C. 21A.08.070, Ordinance 10870, Section 340 as
amended, and K.C.C. 21A.12.030 and adding new sections to K.C.C. chapter 7.02 and
K.C.C. chapter 21A.06.
Mike Reed, Council, Staff briefed the Committee on Proposed Ordinance 2003-0453. Tom Koney,
Acting Assistant Director of Parks and Recreation Division, DNR; Julie Davidson, Friends of
Farmers Market and Gretchen Carr were present to answer questions from the Committee. There
was a Striker and a Title amendment adopted 4-0-1 with Councilmember Phillips excused.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. von Reichbauer and Mr. Constantine
No: 0
Excused: 1 - Mr. Phillips

Proposed Substitute Ordinance No.
2003-0454.2
Ms. Edmonds
AN ORDINANCE relating to zoning; amending provisions relating to the King County
fairground facility in Enumclaw to address the review process for alterations to the facility;
amending Ordinance 10870, Section 129, and K.C.C. 21A.06.445, Ordinance 13129,
Section 13, as amended, and K.C.C. 21A.08.100 and Ordinance 14429, Section 2, as
amended, and K.C.C. 21A.12.030 and adding a new section to K.C.C. chapter 21A.06.
Mike Reed, Council, Staff briefed the Committee on Proposed Ordinance 2003-0454. Tom Koney,
Acting Assistant Director of Parks and Recreation Division, DNR was present to answer questions
from the Committee. There was a Striker and a Title amendment adopted 4-0-1 with Councilmember
Phillips excused.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Proposed Ordinance No. 2003-0508 Ms. Patterson and Mr. von Reichbauer

AN ORDINANCE authorizing the executive to enter into agreements among King County,
Highline School District and the cities of Des Moines and Normandy Park regarding the
transfer of ownership, including assignment of the associated ground lease, of the Mt.
Rainier pool.
Marilyn Cope, Council Staff, briefed the Committee on Propsed Ordinance 2003-0508. Mike
Thomas, Senior Policy Analyst, Budget Office was present to answer questions from the Committee.
A motion was made by Mr. Irons that this matter be Recommended Do Pass. The motion
carried by the following vote:
Votes:
Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. von Reichbauer and Mr. Constantine
No: 0
Excused: 1 - Mr. Phillips

None.
 
Adjournment
There being no further business to come before the Committee, the meeting was adjourned at 2:12
P.M.
