Call to Order
The Metropolitan King County Council's Committee-of-the-Whole meeting was called to order at
9:40 a.m. by Madam Chair Sullivan.

Additions to the Council's agenda of September 16, 2002
1.
Proposed Motion 2002-0443 was placed on the Metropolitan King County Council's agenda for
introduction and referral to the Utilities Committee.

Proposed Motion 2002-0454 was placed on the Metropolitan King County Council's agenda for
introduction and referral to the Labor, Operations and Technology Committee.

Proposed Ordinance 2002-0446 was placed on the Metropolitan King County Council's agenda for
introduction and referral to the Transportation Committee.

Proposed Ordinance 2002-0447 was placed on the Metropolitan King County Council's agenda for
introduction and referral to the Utilities Committee.
 
Approval of Minutes of September 9, 2002

Councilmember von Reichbauer moved to approve the meeting minutes of September 9, 2002 as
presented. The motion passed.

Special Item
3. Introduction and remarks by President Abdullahi Yusuf Ahmed of the Puntland State of
Somalia
Councilmember McKenna informed the Committee that President Abdullahi Yusuf Ahmed of the
Puntland State of Somalia is unable to attend as previously scheduled. President Ahmed was
detained with other business in Ethiopia and plans on visiting in the future.

Briefing No. 2002-B0152
A briefing on the Adult Justice Operational Master Plan (AJOMP) Implementation Plan.
Councilmember Gossett made a brief introduction and thanked Clif Curry and Doug Stevenson of the
Law, Justice and Human Services Committee Staff for the amount of work and energy the have put
into this report.

Honorable Judge Eadie, Presiding Judge, King County Superior Court and Chair, Criminal Justice
Council, Norm Maleng, King County Prosecutor, Honorable Corinna Harn, Assistant Presiding
Judge, King County District Court, Chief Sue Rahr, King County Sheriff's Office (KCSO),
representing King County Sheriff David Reichert, and Cathrine Cornwall, Project Manager, Adult
Justice Operational Master Plan (AJOMP), representing King County Executive Ron Sims, briefed
and answered questions from the Committee regarding the Implementation Plan for the Adult Justice
Operational Master Plan (AJOMP).

Councilmember Lambert also thanked everyone for their hard work on the Adult Justice Operational
Master Plan.

Briefing No. 2002-B0151
A briefing on Proposed Motion No. 2002-0337 which would adopt the King County
International Airport Federal Aviation Regulation Part 150 Noise and Land Use
Compatibility Study, implementing the study recommended programs and projects.
Mike Alvine, Council Staff, briefed the Committee.

Harold Taniguchi, Director, Department of Transportation, Jim Combs, Chair, Part 150 Study
Advisory Committee, and Gary Molyneax, Program and Planning Manager, King County
International Airport (KCIA), briefed and answered questions from the Committee regarding the
King County International Airport Federal Aviation Regulation Part 150 Noise and Land Use
Compatibility Study. A power point presentation was presented to the Committee along with hand
outs of the presentation.

Ryk Dunkelberg, Consultant, Barnard Dunkelberg & Company Airport and Environmental
Consultants, answered questions from the Committee.

A MOTION to adopt the King County International Airport's Federal Aviation Regulation
Part 150 Noise and Land Use Compatibility Study; and to accept and allocate federal
government grants for implementing study recommended program and projects.

Pelz and Ms. Edmonds
A MOTION recognizing Service Employees International Union Local 519 as the exclusive
bargaining representative for specified nonsupervisory employees within King County
Civic Television in the legislative branch of county government.
David deCourcy, Chief of Staff, King County Council, briefed the Committee.

Jim Brewer, Legal Counsel, King County Council and Don Porter, Senior Deputy Prosecuting
Attorney, were present to answer questions from the Committee.

Dustin Frederick, Business Manager, Service Employees International Union Local 519, spoke and
answered questions from the Committee regarding Proposed Motion 2002-0438.

The Chair recessed the meeting into Executive Session to discuss pending or potential litigation at
11:43 a.m.

The Chair reconvened the meeting at 11:57 a.m.
A motion was made by Mr. Gossett that this matter be Recommended Do Pass. The motion
carried by the following vote:
