Hybrid Meeting  
Hybrid Meetings: Attend King County Council meetings in person in  
Council Chambers (Room 1001), 516 3rd Avenue in Seattle, or through  
remote access. Details on how to attend and/or provide comment remotely  
are listed below.  
HOW TO PROVIDE PUBLIC TESTIMONY: The Council values community  
input and looks forward to hearing from you. Testimony must be limited to  
items listed on the agenda for council action, unless it's the fourth  
Tuesday of the month, when the Council will hear general comment on  
matters relating to county government. You are not required to sign up in  
advance.  
There are three ways to provide public testimony:  
1. In person: You may attend the meeting in person in Council Chambers.  
2. By email: You may testify by submitting a COMMENT email. If your  
testimony is submitted before 10:00 a.m. on the day of the Council  
meeting, your email testimony will be distributed to the Councilmembers  
and appropriate staff prior to the meeting. Please submit your testimony  
by emailing clerk.council@kingcounty.gov.  
3. Remote attendance on the Zoom Webinar: You may provide oral public  
testimony at the meeting by connecting to the meeting via phone or  
the Webinar ID below.

Councilmember Barón made remarks, presented the Proclamation of May 2024 as  
Therapeutic Court Month in King County, and introduced Judge Ketu Shah, King  
County Superior Court Presiding Judge, Judge Kevin Peck, Redmond Community  
Court, King County District Court, and Johnna Sellers, Drug Court and Family Court  
graduate. Judge Shah, Judge Peck, and Johnna Sellers made remarks and thanked  
the Council.

form, terms and covenants of such notes; providing for the sale of the notes in one or more series from  
time to time; delegating authority to approve the issuance and sale of such notes within specified  
parameters, to select one or more commercial paper dealers and to execute mode agreements, dealer  
agreements, credit enhancement, liquidity facility, and related documents; and pledging the annual levy  
of taxes to pay the principal of and interest on notes issued under this ordinance.

May 8, 2024, Capital Project Exception Notification Regarding a transfer  
from Capital Fund Name: Solid Waste Construction to Receiving Project  
Name: SW Harbor Island Roof Replacement  
Councilmember Upthegrove announced that under K.C.C. 4A.100.080 a transfer of  
emergent need contingency exceeding 25% of total project costs shall be noticed on  
two council agendas to give councilmembers an opportunity to object at either of these  
meetings. In addition to the May 7th agenda the notification was also included on the  
May 21st agenda. Unless a councilmember objects, the transfer will go forward.
