MWPAAC Report  
John McClellan, Chair, MWPAAC, briefed the committee on the annual MWPAAC  
summer tour, the content and outcomes of the special MWPAAC meeting on July 26,  
2026, and answered questions from the members.

Wastewater Treatment Division Report  
Kamuron Gurol, Director, Wastewater Treatment Division (WTD), Department of  
Natural Resources and Parks, briefed the committee via PowerPoint presentation on  
WTD's collaboration with Ed Cebron, the WTD Sewer Rate and Capital Work Plan, the  
West Point and Vashon facilities' National Pollutant Discharge Elimination System  
(NPDES) permits, the 2026 National Association of Clean Water Agencies (NACWA)  
Utility Leadership Conference, the annual MWPAAC summer tour, and the Coal Creek  
Sewer Upgrade Project and answered questions from the members.

of Washington, briefed the committee via PowerPoint presentation.

Metrics  
This matter was presented.  
Ed Cebron, Rate and Finance Consultant, briefed the committee via PowerPoint  
presentation and answered questions from the members. Caitlyn Hall, Chief Financial  
Officer, Wastewater Treatment Division, Department of Natural Resources and Parks,  
also briefed the committee.

Regional Wastewater Services Plan Update Policy Questions Initial Analysis Group 6: Combined  
System Management  
This matter was presented.  
Darren Greve, Government Relations, WTD; Janice Johnson, Project Manager,  
Regional Wastewater Services Plan Update, WTD; and Faon O’Conner, Program  
Manager, Combined Sewer Overflow, WTD; briefed the committee via PowerPoint  
presentation and answered questions from the members.  
The Chair recessed the meeting into Executive Session under RCW 42.30.110 to  
discuss with legal counsel litigation or potential litigation to which the County is or is  
likely to become a party when public knowledge regarding the discussion is likely to  
result in an adverse legal or financial consequence to the County at 4:45 PM for 10  
minutes. The meeting returned to regular session at 4:58 PM.

Discussion of 2026 Regional Water Quality Committee Work Program  
This matter was deferred.  
Chair Balducci provided updates on the work program.
