Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:41 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.
 
Roll Call
Present: Mr. Constantine, Mr. Hammond and Mr. Gossett
Excused: Ms. Hague and Ms. Sullivan
 
Approval of Minutes - June 24, 2003

The minutes of the June 24, 2003 meeting of the Labor, Operations and Technology Committee were
approved.
Briefing

Briefing No. 2003-B0126
Follow-up Review: ITS Rates and Overhead
Cheryle Broom, King County Auditor, introduced the briefing. Nancy McDaniel, Senior
Management Auditor, and Bert Golla, Senior Financial Auditor, briefed the members during a
Powerpoint presentation (copy on file in Council Briefing File No. 2003-B0126). Kevin Kearns,
Division Manager, Information and Telecommunications Services (ITS), Department of Executive
Services (DES), and Bob Cowan, Finance Director, Administration Division, DES, answered
responded to the audit recommendations and answered questions from the members.
This matter was Presented.

Proposed Ordinance No. 2003-0270 Ms. Hague, Ms. Lambert and Mr.
Hammond
AN ORDINANCE establishing the King County citizens' elections oversight committee.
David Randall, Council Staff, briefed the committee. Jim Buck, Interim Division Director, Records,
Elections and Licensing Division, answered questions from the members.

The following person appeared before the committee to offer public comment:

This matter was Amended.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:

No: 0
Excused: 2 - Ms. Hague and Ms. Sullivan

Proposed Motion No. 2003-0289 Mr. Constantine
A MOTION authorizing the production of a video voters' guide for the 2003 countywide
primary and general election.
Mike Alvine, Council Staff, briefed the committee. Frank Abe, Communications Director, King
County Council, answered questions from the members.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:
Votes:
Yes: 3 - Mr. Constantine, Mr. Hammond and Mr. Gossett
No: 0
Excused: 2 - Ms. Hague and Ms. Sullivan

Proposed Ordinance No. 2003-0294 Mr. Constantine and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement and
memorandum of agreement negotiated by and between King County and Teamsters Local
174 representing employees in the departments of natural resources and parks and
transportation; and establishing the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee. Bob Railton, Labor Negotiator, Labor Relations,
DES, and George Raffle, Business Agent, Teamsters, Local 174, answered questions from the
members.

The Chair recessed the meeting into Executive Session to discuss labor negotiations at 10:45 a.m.

The Chair reconvened the meeting at 11:05 a.m.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

No: 0

Proposed Ordinance No. 2002-0556 Mr. Constantine
AN ORDINANCE extending the term of cable television franchise 12132 and cable
television franchise 11680 to February 16, 2008, and approving proposed amendments to
franchise agreements for cable television franchise 12132 and cable television franchise
11680.
Mike Alvine, Council Staff, briefed the committee. Kevin Kearns, Division Manager, Information
Technology Services Division, and Marcine Anderson, Senior Deputy Prosecuting Attorney,
answered questions from the members.

The meeting was adjourned at 11:35 a.m.
