The meeting was called to order at 1:37 p.m.

Mr. von Reichbauer moved to approve the minutes of the regular meeting of May 19, 2003 and
Special Meeting of May 28, 2003 meeting without reading. Seeing no objection, the Chair so
ordered.
 
Reports on Special and Outside Committees

Ms. Patterson reported on the Growth Management Planning Council meeting held on May 21,
2003. The Council discussed the urban growth area 10 year review, a proposed designation of the
downtown Auburn area as an urban center, and the Auburn urban separator. Mr. Phillips also made
comments regarding the urban separator.

Mr. Phillips briefed the Council on WRIA 8 Forum indicating the Forum discussed many items
regarding salmon recovery in the watershed. Of importance was the discussion regarding how the
Forum has been operating. Mr. Phillips indicated the existing staff structure and the service
provided to the regional body has been well received.

Mr. Phillips commented on the Cedar River Council. Topics of discussion were demographic trends
in King County and issues regarding sports fishing. The Council also had a presentation on the rock
creek conservation plan.

Ms. Patterson reported on the recent South County Area Transportation Board meeting and thanked
Mr. Irons for his participation. She commented that Seattle City Councilmember Richard Conlin
was also present. The discussion focused on the recently adopted transportation gas tax and what
projects were slated to be funded and how those projects would impact RTID. Ms. Patterson
indicated that Councilmember Gates from Federal Way gave an update on Sound Transit.
Mr. Irons added that there was also discussion on the 167 corridor.

Mr. Irons briefed the Council on the Four Creeks Unincorporated Area Council. The Council
received an update on the May Valley Basin Plan by local community members.

Mr. von Reichbauer and Ms. Patterson shared the podium to congratulate staff member Brooke
Caddock's achievement in winning two gold medals and one bronze at the recent Special Olympics
held at the Mt. Rainier Pool. Brooke happily displayed her medals and indicated the golds were for
a 15 meter aquatic walk and freestyle swim and the bronze for a 15 meter flotation. She expressed
her enthusiasm for her participation in the Olympics and thanked the Council and everyone who
gives her support.
