Call to Order
The meeting of the Natural Resources, Parks and Open Space Committee was called to order at 1:34
P.M. by the Chair.

Present: Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
Excused: Mr. von Reichbauer
 
Approval of Minutes

The minutes of the May 16, 2002 meeting were approved as written.

Discussion and Possible Action
3. PBRS - Public Benefit Rating System: Current Use assessment - Open Space Classification
Applications in the cities of North Bend and Sammamish.

Public Hearing required
Mike Reed, Council Staff, briefed the Committee on Public Benefit Rating System. Ted Sullivan,
PBRS Coordinator, Water & Land Resources, DNR&P was present to brief and answer questions of
the Committee.

A motion was made by Mr. Irons that these three Applications be Adopted. The motion carried by
the following vote:
Yes: 4 - Ms. Edmonds, Mr. Irons, Mr. Phillips and Mr. Constantine
No: 0
Excused: 1 - Mr. von Reichbauer

Proposed Ordinance No. 2002-0263 Ms. Edmonds
AN ORDINANCE relating to arts and culture in King County; amending the allocation of
hotel/motel tax revenues in the King County arts and cultural development fund; adopting
the guidelines for the Sustained Support Program and adopting the revised hotel/motel
financial plan; amending 9279, Section 2, as amended, and K.C.C. 4.42.020, Ordinance
9279, Section 4, as amended, and K.C.C. 4.42.030, Ordinance 9279, Section 8, as amended,
and K.C.C. 4.42.060, Ordinance 12076, Section 49, as amended, and K.C.C. 4.42.100.
Monica Clarke, Council Staff, briefed the Committee on Proposed Ordinance 2002-0263 with a
power point presentation. Jim Kelly, Manager, Office of Cultural Resources was present to brief and
answer questions of the Committee.

Briefing No. 2002-B0095
Report of the Metropolitan Parks Task Force Update. Summary of the Findings and
Recommendations of the Metropolitan Parks Task Force, upon the completion of its review
of the parks funding challenges faced by the County.
Mike Reed, Council Staff, briefed the Committee on the Report of the Metropolitan Parks Task Force
Update. Bob Wallace and Gene Duvernoy, Co-Chairs, Metropolitan Parks Task Force and Bob
Burns, Acting Division Manager, Department of Natural Resources & Parks were present to brief
and answer questions of the Committee. The following person was present to offer public testimony:

This matter was Presented.
 
Other Business
The Chair announced the Special Meeting to be held on July 11, 2002.
 
Adjournment
There being no further business to come before the Committee, the meeting was adjourned at 3:00
P.M.
