Call to Order
The Special Meeting of the Labor, Operations and Technology Committee was called to order at
8:46 a.m.
 
Roll Call
Present: Ms. Patterson, Mr. Constantine, Mr. Irons and Mr. Pelz
Excused: Ms. Hague
 
Approval of Minutes
1.
The minutes of the September 21, 2004 meeting were held.
Discussion and Possible Action
 
Joanne Rasmussen, Council Staff, briefed the committee on Items #2 and #3 together. Enrique
Cerna and John Arthur Wilson, appointees to the King County Civic Television Citizens Advisory
Committee, answered questions from the members.

Proposed Motion No. 2004-0371 Mr. Phillips
A MOTION confirming the executive's appointment of Enrique Cerna, who resides in
council district four, to the King County civic television citizens advisory committee,
representing broadcast media.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 4 - Ms. Patterson, Mr. Constantine, Mr. Irons and Mr. Pelz
No: 0
Excused: 1 - Ms. Hague

Proposed Motion No. 2004-0373 Mr. Phillips and Mr. Ferguson
A MOTION confirming the executive's appointment of John Arthur Wilson, who resides in
council district two, to the King County civic television citizens advisory committee,
representing print media.
A motion was made by Mr. Irons that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Yes: 4 - Ms. Patterson, Mr. Constantine, Mr. Irons and Mr. Pelz
No: 0
Excused: 1 - Ms. Hague
4. Committee confirmation of new Exempt from Career Service Classification of Assistant
Division Director, Developmental Disabilities, Department of Community and Human Services
David Randall, Council Staff, briefed the committee. Ray Jensen, Division Director, Developmental
Disabilities Division, answered questions from the members.

By a vote of 4 to 0, with Councilmember Hague excused, the members of the committee confirmed the
newly created career service exempt classification of Assistant Division Director, Development
Disabilities, Department of Community and Human Services at pay range 70.

Successful Business Transformation Programs in Governments
David Randall, Council Staff, and John Ciramella, Partner, IBM Business Consulting Services,
briefed the committee and answered questions from the members.

Proposed Motion No. 2004-0470 Ms. Patterson
A MOTION approving accountable business transformation program policies and
requesting the executive to transmit to council a revised executive recommendation
document and a governance program charter.

Consulting Services, answered questions from the members.
A motion was made by Mr. Irons that this matter be Recommended Do Pass. The motion

Proposed Ordinance No. 2004-0457 Ms. Patterson and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and Amalgamated Transit Union, Local 587 representing
employees in the departments of transportation and executive services; and establishing the
effective date of said agreement.
Arthur Thornbury, Council Staff, briefed the committee. David Levin, Labor Negotiator, Labor
Relations, DES, answered questions from the members.
A motion was made by Mr. Irons that this matter be Recommended Do Pass. The motion
carried by the following vote:

AN ORDINANCE approving and adopting the Multi-Jurisdictional Regional Hazard
Mitigation Plan, as approved by the Federal Emergency Management Agency.
Mike Alvine, Council Staff, briefed the committee. Eric Holdeman, Director, Emergency
Management Office, Department of Executive Services, answered questions from the members.
A motion was made by Mr. Irons that this matter be Recommended Do Pass. The motion

Nancy McDaniel, Senior Management Auditor, presented the audit report during a PowerPoint
presentation. Stephanie Warden, Director, DDES, answered questions from Mr. Irons.

Financial Audit of Workers' Compensation Program
Ron Perry, Lead Principal Auditor, and Bert Golla, Senior Financial Auditor, presented the audit

report. Tim Drangsholt, Safety and Claims Manager, Human Resources Division, DDES, answered
questions from Mr. Irons.

Mr. Irons presented Mr. Golla with a King County Council Recognition on the occasion of his
retirement from the Auditor's Office.

Performance Audit of King County Sheriff's Office
Elizabeth DuBois, Principal Management Auditor, presented the audit report during a PowerPoint
presentation. Sue Rahr, Chief, Field Operations, and Denise Turner, Chief, Technical Services
Division, responded to the audit findings and answered questions from Mr. Irons.
