Chair Gossett called the meeting to order at 9:39 a.m.

Approval of Minutes

The Minutes of April 28, 2004 were approved as presented.

Proposed Ordinance No. 2004-0102 Mr. Gossett
AN ORDINANCE making a supplemental appropriation of $1,302,287 to the public
transportation construction unrestricted fund to provide funding that will complete the
RFQ/RFP phase of the radio/AVL replacement project; and amending the 2004 Budget
Ordinance, Ordinance 14797, Section 122, as amended, and Attachment B, as amended.
Arthur Thornbury, Council Staff, briefed the committee and answered questions on Proposed
Ordinance 2004-0102.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass. The
motion carried by the following vote:

Yes: 6 - Mr. Gossett, Mr. Constantine, Mr. Irons, Ms. Edmonds, Ms. Hague and Mr. Ferguson
No: 0
Excused: 3 - Mr. McKenna, Ms. Patterson and Mr. von Reichbauer

Proposed Ordinance No. 2004-0207 Mr. Gossett
AN ORDINANCE relating to real estate asset management and major capital projects
development, establishing a real estate and major capital projects review joint advisory
group to facilitate coordination and communication between the executive and council;
amending Ordinance 14199, Section 11, as amended, and K.C.C. 2.16.035 and adding a
new chapter to K.C.C. Title 2.

Proposed Ordinance No. 2004-0105 Mr. Gossett
AN ORDINANCE relating to proviso language in the 2004 adopted budget ordinance;
modifying certain proviso language; and amending the 2004 Budget Ordinance, Ordinance
14797, Sections 98 and 122, as amended.
William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0105.

Caroline Whalen, Deputy County Administrative Officer, Department of Executive Services answered
questions of the members. Kevin Kearns, Director, Division of Information and Telecommunications
Services, Department of Executive Services, answered questions of the members.

Proposed Ordinance No. 2004-0199 Mr. Gossett
AN ORDINANCE determining the monetary requirements for the disposal of sewage for
the fiscal year beginning January 1, 2005, and ending December 31, 2005, setting the sewer
rate for the fiscal year beginning January 1, 2005, and ending December 31, 2005, and
approving the amount of the sewage treatment capacity charge for 2005; and amending

Ordinance 12353, Section 2, as amended, and K.C.C. 4.90.010, Ordinance 11398, Section
1, as amended, and K.C.C. 28.84.055 and Ordinance 11034, Section 5, as amended, and
K.C.C. 28.84.050.
William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0199.

Tom Lienesch, Economist, Wastewater Treatment Division, Department of Natural Resources and
Parks, answered questions of the members.
