The meeting of the Natural Resources and Utilities Committee was called to order at 1:36 p.m. by
Chair Edmonds.

Proposed Ordinance No. 2004-0410 Ms. Edmonds
AN ORDINANCE authorizing the executive to enter into an interlocal agreement between
King County and the city of Covington for transfer to the city of Tahoma pool.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinances 2004-0410 & 2004-0411.
Bob Burns, Director, Parks and Andrew Dempsey, City of Covington was present to brief and answer
questions from the members.

Proposed Ordinance No. 2004-0411 Ms. Edmonds
AN ORDINANCE authorizing the executive to enter into an interlocal agreement between
King County and the city of Covington for transfer to the city of a portion of the Soos
Creek park.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinances 2004-0410 & 2004-0411.
Bob Burns, Director, Parks and Andrew Dempsey, City of Covington was present to brief and answer
questions from the members. The following person was present to offer public testimony to the
Committee:
1. Joe Miles, Friends Soos Creek Park. These items were held.

A MOTION confirming the executive's appointment of Robin Franklin, who resides in
council district one, to the King County conservation futures citizen oversight committee.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motions 2004-0252. Robin
Franklin appointee to the King County conservation futures citizen oversight committee was present
to brief and answer questions from the members.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

A MOTION confirming the executive's appointment of Ken Konigsmark, who resides in
council district twelve, to the King County conservation futures citizen oversight
committee, serving in an "at-large" position.

Konigsmark appointee to the King County conservation futures citizen oversight committee was
present to brief and answer questions from the members.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Consent.

AN ORDINANCE approving a franchise for the Suver-Simonson Community Water
System to construct, operate and maintain a water system in council district 12 and
authorizing the executive to execute the franchise agreement.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2004-0270. There
was an amendment adopted 3-0-2 with Councilmembers Hague and von Reichbauer excused.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

AN ORDINANCE authorizing the executive to enter into an agreement with the state
Public Works Board regarding loan financing of the Hidden Lake pump station.

disposal agreement with Vashon Sewer District.

AN ORDINANCE authorizing the county executive to extend the interlocal agreement with
the city of Sammamish relating to the processing of building permits and land use
applications by King County's department of development and environmental services; and
process the shoreline substantial development permit required to construct the portion of
the East Lake Sammamish Interim Trail located within Sammamish city limits.
Mike Reed, Council Staff, briefed the Proposed Ordinance 2004-0395. There was an amendment
adopted 3-0-2 with Councilmembers Hague and von Reichbauer excused.
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:
