Call to Order
The Regional Transit Committee was called to order at 3:01 p.m. by Rob McKenna, Chair, in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse.
 
Roll Call
Present: Mr. McKenna, Mr. Pelz, Mr. Irons, Ms. Lambert, Ms. Patterson, Ms. Sullivan, Mr. Butler,
Mr. Gerend, Ms. Carter, Mr. Wilson, Mr. Asher, Ms. McGilton and Mr. Olsen
Excused: Ms. Gates, Mr. Fletcher, Ms. Schewendiman, Mr. White, Mr. Conlin and Ms. Wills
 
Approval of Minutes - January 15, 2003 and February 19, 2003
1.
The minutes of the January 15, 2003 and February 19, 2003 meetings were unanimously approved
as presented.
2. Chair's Report
Mr. McKenna announced that staff would be contacting members to find a date for a tour of the
Transit Facilities in April.
3. Vice Chair's Report
Mr. Pelz noted that the county is moving forward with future implementation of the Smart Card fare
system. He suggested future briefings on both the Smart Card system and mobile data terminals.
Mr. McKenna instructed staff to schedule those briefings.
4. General Manager's Report
Rick Walsh, General Manager, Transit Division, discussed additional security at the bus tunnel and
on the buses. He answered questions from the members regarding the hybrid bus tour which was
held prior to the meeting. Jim Boon, Manager, Vehicle Maintenance, Department of Transportation,
answered questions from the members regarding the hybrid bus.

Emerging Transit Technologies
Arthur Thornbury, Committee Staff, briefed the committee. Jim Boon, Manager, Vehicle
Maintenance, Department of Transportation, answered questions from the members.

Proposed Motion No. 2003-0122 Mr. McKenna
A MOTION approving the 2003-2004 mission and goals of the transit division of the
department of transportation.
Arthur Thornbury, Committee Staff, briefed the committee. Chuck Sawyer, Supervisor, Transit
Division, and Rick Walsh, General Manager, Transit Division, answered questions from the
members.
A motion was made by Mr. Gerend that this matter be Recommended Do Pass. The motion
carried by the following vote:

Yes: 9 - Mr. McKenna, Mr. Pelz, Ms. Lambert, Ms. Patterson, Mr. Butler, Mr. Gerend, Ms. Carter,
Mr. Wilson, Mr. Asher, Ms. McGilton and Mr. Olsen

Excused: 5.5 - Mr. Irons, Ms. Sullivan, Ms. Gates, Mr. Fletcher, Ms. Schewendiman, Mr. White, Mr.
Conlin and Ms. Wills
 
Due to the design of the legislative tracking software used to produce the proceedings, the vote on
this item is misreported. The correct vote is:

Ms. McGilton, Mr. Asher and Mr. Olsen were voting as SCA alternates
for Mr. Fletcher, Ms. Gates, and Mr. White who were also excused.

Transit Security: Transit Policing Strategies and Priorities
Arthur Thornbury, Committee Staff, briefed the committee. He distributed a document entitled,
"Current King County Transit Policing Levels" (copy on file in Council Briefing File No.
2003-B0051). Jim Jacobson, Deputy General Manager, Transit Division, and Major Carol
Cummings, Transit Police, Department of Public Safety, answered questions from the members.
This matter was Presented.
