Pursuant to K.C.C. 1.24.035 A. and F., this meeting is also noticed as a  
meeting of the Metropolitan King County Council, whose agenda is limited  
to the committee business. In this meeting only the rules and procedures  
applicable to committees apply and not those applicable to full council  
meetings.

Councilmember Dembowski moved approval of the June 17, 2025 meeting minutes.  
There being no objections, the minutes were approved.

AN ORDINANCE relating to existing regional transportation boards, including the SeaShore  
Transportation Forum, the Eastside Transportation Partnership, and the South County Area  
Transportation Board; authorizing the executive to enter into agreements for their continuation and  
committing to King County staff support through 2028.

Mary Bourguignon, Council Staff, briefed the Committee and introduced the panel:  
Kamuron Gurol, Division Director, Water Treatment Division, briefed the Committee via  
PowerPoint Presentation and answered questions from the members. Mark Ellerbrook,  
Capital Division Director, King County Metro, Monisha Harrell, Director, Office of  
Equity, Racial and Social Justice, briefed the Committee and answered questions from  
the members.  
Lluvia Ellison-Morales, Senior Community Engagement Planner, Office of the General  
Manager, King County Metro and Jennifer Ash, Real Estate Lead, Transit Real Estate  
and Environmental (TREE), Capital Division, King County Metro, briefed the Committee  
via PowerPoint Presentation and answered questions from the members.

AN ORDINANCE authorizing the King County executive to enter into an agreement with respect to the  
purchase of the landfill gas processing plant located at the Cedar Hills regional landfill.

John Taylor, Director, Department of Natural Resources and Parks, Lindy Honaker,

questions from the members. Rich Anderson, Senior Deputy Prosecuting Attorney,  
Prosecuting Attorney’s Office was present to comment and answer questions from  
members.  
The Chair recessed the meeting into Executive Session under RCW 42.30.110 (1)(i) to  
discuss with legal counsel litigation or potential litigation to which the County is or is
