Mr. von Reichbauer moved to approve the minutes of the November 10, 2003 meeting as presented.

Reports on Special and Outside Committees

Mr. Irons reported on the Eastside Transportation Partnership meeting held at the Overlake
Conference Center
. I-776 and its ramifications was an item of discussion. The committee also
discussed the Regional Transportation Investment District and its recommended funding package.
The ETP's subcommittee made recommendations and a letter is being drafted for the Executive
Committee of the RTID. The committee also discussed drafting a letter on recommendations for
funding to the Sound Transit Board.

Ms. Sullivan reported on Sound Transit. She indicated that not only did the Sounder trains carry
their 2 millionth passenger, but Link Light Rail received its first installment of $75 million from the
federal government. Ms. Sullivan also indicated the
Puyallup tribe has allocated $41,000 to do a
feasibility study for the extension of
Tacoma Link Light Rail to the eastside of Tacoma.

Mr. Constantine briefed the Council on the Green Duwamish Watershed (WRIA 9) meeting held in
Renton City Hall Chambers. The committee reviewed the public involvement and outreach plan
which is to be used to inform people about salmon habitat issues. The committee received a
presentation from the Middle
Green River Coalition, a group of citizens working on salmon habitat.
The committee also discussed strategies for the salmon recovery board's funding cycle.

Mr. von Reichbauer expressed thanks to the members and staff for their participation and support in
the 2003 United Way Campaign, and especially for exceeding the $29,000 goal.

Ms. Hague moved to adopt the DDES finding of fact that the final plat of Emerald Forest complies
with the conditions of preliminary plat approval and other applicable laws, and that the Chair is
authorized to signify Council approval by signing the final plat at the end of the meeting. Seeing no
objection, the Chair so ordered.
