The Labor, Operations and Technology Committee meeting was called to order at 9:37 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow Constantine. |

A MOTION approving the Enterprise-Wide Information Technology (IT) Infrastructure
Equipment Replacement Plan for King County. |

David Randall, Council Staff, briefed the committee and answered questions from the members.
Kevin Kearns, Division Manager, Information and Telecommunications Services, and Bob Cowan, Finance Director, Department of Executive Services, answered questions from the members. Mr. Hammond moved Amendment 1 to Proposed Motion 2003-0313. The effect of Amendment 1 was to request the Executive to comply with the County Auditor's fixed asset recommendations with regards to inventory management, as stated in her June 23, 2003 Management Letter and corrects one statement of fact. Amendment 1 was orally amended as follows: on line 26 of the amendment delete "regularly" and insert "at least quarterly", on lines 23 and 29 of the amendment change "March 1, 2004" to "March 30, 2004". The amendment, as amended, passed unanimously. |

AN ORDINANCE relating to the conversion of either accrued vacation or accumulated
compensatory time hours, or both, for payment of the net cash, after mandatory deductions, to the Washington state college tuition prepaid program-guaranteed education tuition, or other approved financial support programs, to benefit any children of an employee who are under the age of twenty-three at the time the employee dies while engaged in the scope of his or her employment; and amending Ordinance 13743, Section 1, and K.C.C. 3.12.224 and Ordinance 13743, Section 2, and K.C.C. 3.12.2245. |

AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Federation of Professional and Technical Employees, Local 17, representing employees in the departments of development and environmental services, natural resources and parks, and transportation; and establishing the effective date of said agreement. |

Mike Alvine, Council Staff, briefed the committee and answered questions from the members. Mr.
Constantine read a portion of an e-mail dated August 20, 2003, from Ray Goforth, Union Representative, IFPTE Local 17, who was unable to attend the meeting: "I wanted to make sure that the members of the committee understand that IFPTE Local 17 fully supports the agreement we negotiated and look forward to its adoption by Council." |
