Call to Order
The Labor, Operations and Technology Committee meeting was called to order at 9:37 a.m. in the
Metropolitan King County Council Chambers, 10th Floor, King County Courthouse, by Chair Dow
Constantine.

Approval of Minutes - July 22, 2003

The minutes of the July 22, 2003 meeting of the Labor, Operations and Technology Committee were
approved.
Discussion and Possible Action
 
2.
Proposed Motion No. 2003-0313 Mr. Constantine
A MOTION approving the Enterprise-Wide Information Technology (IT) Infrastructure
Equipment Replacement Plan for King County.
David Randall, Council Staff, briefed the committee and answered questions from the members.
Kevin Kearns, Division Manager, Information and Telecommunications Services, and Bob Cowan,
Finance Director, Department of Executive Services, answered questions from the members.

Mr. Hammond moved Amendment 1 to Proposed Motion 2003-0313. The effect of Amendment 1 was
to request the Executive to comply with the County Auditor's fixed asset recommendations with
regards to inventory management, as stated in her June 23, 2003 Management Letter and corrects
one statement of fact. Amendment 1 was orally amended as follows: on line 26 of the amendment
delete "regularly" and insert "at least quarterly", on lines 23 and 29 of the amendment change
"March 1, 2004" to "March 30, 2004". The amendment, as amended, passed unanimously.
This matter was Amended.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Proposed Ordinance No. 2003-0365 Mr. Constantine
AN ORDINANCE relating to the conversion of either accrued vacation or accumulated
compensatory time hours, or both, for payment of the net cash, after mandatory deductions,
to the Washington state college tuition prepaid program-guaranteed education tuition, or
other approved financial support programs, to benefit any children of an employee who are
under the age of twenty-three at the time the employee dies while engaged in the scope of
his or her employment; and amending Ordinance 13743, Section 1, and K.C.C. 3.12.224
and Ordinance 13743, Section 2, and K.C.C. 3.12.2245.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members. Laurel
Sheridan, Administrative Services Manager, Office of Human Resources Management, Department
of Executive Services (DES) and Bob Cowan, Finance Director, (DES), answered questions from the
members.
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
The motion carried by the following vote:

Proposed Ordinance No. 2003-0386 Mr. Constantine and Mr. Phillips
AN ORDINANCE approving and adopting the collective bargaining agreement negotiated
by and between King County and International Federation of Professional and Technical
Employees, Local 17, representing employees in the departments of development and
environmental services, natural resources and parks, and transportation; and establishing
the effective date of said agreement.
Mike Alvine, Council Staff, briefed the committee and answered questions from the members. Mr.
Constantine read a portion of an e-mail dated August 20, 2003, from Ray Goforth, Union
Representative, IFPTE Local 17, who was unable to attend the meeting: "I wanted to make sure that
the members of the committee understand that IFPTE Local 17 fully supports the agreement we
negotiated and look forward to its adoption by Council."
A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.

Items #5 - #10 were discussed and voted on together. Mike Alvine, Council Staff, briefed the
committee and answered questions from the members. Kathy Brown, Manager, Facilities
Management Division, (DES), Judi Jones, Manager, Class/Comp and Pay Implementation, Human
Resources Division, (DES) and Michael Frawley, Manager, Administration Division, Department of
Development and Environmental Services, answered questions from the members.
5. Committee confirmation of new Career Service Classification of Assistant Facilities
Maintenance Manager
The committee approved the newly created career service classification of Assistant Facilities
Maintenance Manager at pay range 72.
6. Committee confirmation of new Career Service Classification of Assistant Superintendent of
Records
The committee approved the newly created career service classification of Assistant Superintendent
of Records at pay range 61.

7. Committee confirmation of new Career Service Classification of Property Services Manager
The committee approved the newly created career service classification of Property Services
Manager at pay range 75.
8. Committee confirmation of new Career Service Exempt Classification of Assistant Division
Director, Building Services
The committee approved the newly created career service exempt classification of Assistant Division
Director, Building Services at pay range 70.
9. Committee confirmation of new Career Service Exempt Classification of Assistant Division
Director, Community Corrections
The committee approved the newly created career service exempt classification of Assistant Division
Director, Community Corrections at pay range 73.
10. Committee confirmation of salary range adjustment for Career Service Classification of Health
Services Administrator I/II
The committee approved the salary range adjustment for career service classification of Health
Services Administrator I at pay range 70 and Health Services Administrator II at pay range 72.

Proposed Ordinance No. 2003-0403 Ms. Hague and Mr. Constantine
AN ORDINANCE extending the date for transmittal of appointments of members to the
King County citizens' elections oversight committee; and amending Ordinance 14711,
Section 2, as amended.

A motion was made by Mr. Hammond that this matter be Recommended Do Pass Consent.
