The meeting of the Natural Resources and Utilities Committee was called to order at 1:38 P.M. by
Chair Edmonds.

A MOTION confirming the executive's appointment of Allen Una, who resides in council
district nine, to the King County rural forest commission.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Motions 2004-0251; 0255; 0256 &
0276. Allen Una appointee to the King County rural forest commission was present to brief and
answer questions from the members. There was an amendment and Title amendment adopted 3-0-2
with Councilmembers Hague and von Reichabuer excused.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:
Votes: Yes: 3 - Ms. Edmonds, Mr. Constantine and Mr. Ferguson
No: 0
Excused: 2 - Ms. Hague and Mr. von Reichbauer

King County and the city of Covington for transfer to the city of Tahoma pool.

Joe Tovar, Assistant City Manager, City of Covington was present to brief and answer questions from
the members.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass. The motion

park.
Mike Reed, Council Staff, briefed the Committee on Proposed Ordinances 2004-0410 and 2004-0411.
Joe Tovar, Assistant City Manager, City of Covington was present to brief and answer questions from
the members. There was an amendment 1 adopted 3-0-2 with Councilmembers Hague and von
Reichbauer excused.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.

AN ORDINANCE relating to the annexation of approximately 7.56 acres of land known as
annexation area P-362-S into the Soos Creek Water and Sewer District for the purpose of
providing sewer service for future development.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Ordinance 2004-0273. Sandy
Washabaugh, Roth Hill Engineering was present to brief and answer questions from the members.
There was a verbal amendment adopted 3-0-2 with Councilmembers Hague and von Reichabuer
excused.
 
A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute
Consent. The motion carried by the following vote:

Cleveland, Government Affairs Officer, DNR&P was present to brief and answer questions from the
members.
