Call to Order
Chair Gossett called the Budget and Fiscal Management Committee meeting to order at 9:41 a.m.
 
Roll Call
Present: Mr. Gossett, Mr. Constantine, Ms. Edmonds, Ms. Hague, Ms. Patterson, Mr. Ferguson and
Mr. von Reichbauer
Excused: Mr. Irons
 
Approval of Minutes
1.
The Minutes of January 12, 2005 were approved as presented.
Discussion and Possible Action
 
2.
Proposed Ordinance No. 2004-0513 Mr. Gossett, Ms. Hague, Mr. Constantine,
Mr. Irons and Ms. Edmonds
AN ORDINANCE authorizing biennial budgeting; amending Ordinance 12076, Section 2,
as amended, and K.C.C. 4.04.020 and Ordinance 12045, Section 23, as amended, and
K.C.C. 4.04.040 and adding a new section to K.C.C. chapter 4.04.
William Nogle, Council Staff, briefed the committee and answered questions on Proposed Ordinance
2004-0513.

Steve Call, Director, Office of Management and Budget, King County Executive Office and Bob
Cowan, Director, Finance and Business Operations Division, Department of Executive Services,
answered questions of the members.

Proposed Motion No. 2005-0002 Ms. Hague
A MOTION requesting the King County council approve a request for proposals that will
offer the real property known as the North Lake Union upper lot to the marketplace.
Arthur Thornbury, Council Staff, briefed the committee and answered questions on Proposed Motion
2005-0002.

The following person spoke:
1) Nancy Rottle, 3632 Ashworth Ave. N.E., Seattle, WA 98103

Calvin Hoggard, Manager, Real Estate Services, Facilities Management Division, Department of
Executive Services and Cynthia Berne, Design and Construction Section, METRO Transit Division,
Department of Transportation, answered questions of the members.

The meeting was recessed by the Chair until 11:15 a.m.
The meeting was reconvened by the Chair at 11:17 a.m.

A motion was made by Mr. Ferguson to postpone consideration of Proposed Motion 2005-0002. The
motion failed 6-1-0, with Mr. Ferguson voting "yes" and Mr. Irons excused.

Kevin Desmond, General Manager, METRO Transit Division, Department of Transportation,
answered questions of the members.

A motion was made by Mr. Ferguson to pass Amendment 1. The motion failed 5-1-0, with Mr.
Ferguson voting "yes" and Mr. Irons and Mr. von Reichbauer excused.

A motion was made to pass an amendment to include a new Attachment A. The motion passed 5-1-0,
with Mr. Irons, Mr. von Reichbauer and Mr. Constantine excused.
This matter was Amended.
 

A motion was made by Mr. Constantine that this matter be Recommended Do Pass Substitute.
The motion carried by the following vote:
Votes:
Yes: 5 - Mr. Gossett, Mr. Constantine, Ms. Edmonds, Ms. Hague and Ms. Patterson
No: 1 - Mr. Ferguson
Excused: 2 - Mr. Irons and Mr. von Reichbauer
 
Other Business
There was no further business to come before the committee.
 
Adjournment
The meeting was adjourned at 11:45 a.m.
