Call to Order
The meeting of the Natural Resources and Utilities Committee was called to order at 1:35 P.M. by
Chair Edmonds.

Approval of Minutes

The minutes of May 20, 2004 meeting were approved as written.

Proposed Motion No. 2004-0209 Ms. Lambert
A MOTION confirming the executive's appointment of Grant Davidson, who resides in
council district three, to the King County agriculture commission.
Mike Reed, Council Staff briefed the Committee on Proposed Motion 2004-0209. Grant Davidson
appointee to the King County agriculture commission was present to brief and answer questions
from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 4 - Ms. Edmonds, Ms. Hague, Mr. Constantine and Mr. Ferguson
No: 0
Excused: 1 - Mr. von Reichbauer

Proposed Motion No. 2004-0212 Mr. Irons
A MOTION confirming the executive's appointment of Richard Gradwohl, who resides in
council district twelve, to the King County agriculture commission.
Mike Reed, Council Staff briefed the Committee on Proposed Motion 2004-0212. Richard Gradwohl
appointee to the King County agriculture commission was present to brief and answer questions
from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:
Votes:
Yes: 3 - Ms. Edmonds, Ms. Hague and Mr. Ferguson
No: 0
Excused: 2 - Mr. Constantine and Mr. von Reichbauer

Proposed Motion No. 2004-0213 Ms. Lambert
A MOTION confirming the executive's appointment of Nancy Hutto, who resides in
council district three, to the King County agriculture commission.
Mike Reed, Council Staff briefed the Committee on Proposed Motion 2004-0213. Nancy Hutto
appointee to the King County agriculture commission was present to brief and answer questions
from the members.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Consent. The
motion carried by the following vote:

Proposed Substitute Ordinance No.
2004-0206.2
Ms. Edmonds and Mr. Phillips
AN ORDINANCE relating to King County's open space system; adopting King County's
Open Space System: Parks, Trails, Natural Areas and Working Resource Lands, as a
functional plan to implement the policies of the King County Comprehensive Plan in
accordance with the Washington state Growth Management Act; and repealing Ordinance
12349, Section 1, Ordinance 12349, Section 2, and Ordinance 12349, Section 3.
Marilyn Cope, Council Staff, briefed the Committee on Proposed Ordinance 2004-0206. Tom
Koney, Acting Assistant Director, and Sharon Claussen, Project Manager, Parks and Recreation
Division were present to brief and answer questions from the Committee. There was 1 amendment
moved by Councilmember Hague adopted 4-0-1 with Councilmember von Reichabuer excused.
A motion was made by Ms. Hague that this matter be Recommended Do Pass Substitute. The
motion carried by the following vote:

Yes: 4 - Ms. Edmonds, Ms. Hague, Mr. Constantine and Mr. Ferguson
No: 0
Excused: 1 - Mr. von Reichbauer

Proposed Motion No. 2004-0263 Ms. Edmonds
A MOTION approving the program of work for the King Conservation District for the year
2005.
Peggy Dorothy, Council Staff, briefed the Committee on Proposed Motion 2004-0263. Marla
Hamilton Lucas, Manager and Brandy Reed, Co-Coordinator, King Conservation District Finance
were present to brief and answer questions from the members. Moved by Councilmember Hague to
hold this item to answer questions regarding what financial impact will be cause by the critical area
ordinance (CAO)
