Call to Order
The Metropolitan King County Council's Committee-of-the-Whole meeting was called to order at 9:45
a.m. by Madam Chair Cynthia Sullivan.

 
Roll Call
Present: Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr.
McKenna, Mr. Constantine, Mr. Gossett, Ms. Hague and Mr. Irons
Excused: Ms. Patterson

 
1. Approval of Minutes of May 5, 2003
Councilmember von Reichbauer moved to approve the meeting minutes of May 5, 2003 as presented.
The motion passed.

 
2. Additions to the Council's Agenda of May 12, 2003
Proposed Ordinance 2003-0218 was placed on the Metropolitan King County Council's agenda for
introduction and referral to the Committee-of-the-Whole.

Proposed Motion 2003-0216 was placed on the Metropolitan King County Council's agenda for
introduction and action.

 
Special Recognitions

3. Proclaiming May 2003 as Asian Pacific American Heritage Month in King County.
Councilmembers Larry Gossett and Carolyn Edmonds read the special recognition proclaiming May
2003 as Asian Pacific American Heritage Month in King County.

4. Honoring the Hearing, Speech and Deafness Center for sixty-five years of professional service
on behalf of the hard of hearing, speech-impaired and deaf citizens of our region and
congratulating them on their May 15th building dedication.
Councilmember Pete von Reichbauer read and presented the special recognition honoring the
Hearing, Speech and Deafness Center for sixty-five years of professional service on behalf of the
hearing, speech-impaired and deaf citizens of our region and congratulating them on their May 15th
building dedication.

Mike James, Broadcasting Board Member and Susie Burdick, Executive Director, Hearing, Speech
and Deafness Center, accepted the special recognition and thanked the Committee.

A MOTION authorizing the chair of the council to enter into a contract for services to
provide professional research services to the King County commission on governance.
Scott White, Council Staff, briefed and answered questions from the Committee.

Steve Goldblatt, Sharon Maeda, and Dick Derham, Commission on Governance Members, answered
questions from the Committee.

A motion was made by Councilmember von Reichbauer to adopt Amendment 1. The motion passed
11-0 with Councilmember Patterson excused.
 
A motion was made by Mr. von Reichbauer that this matter be Recommended Do Pass
Substitute. The motion carried by the following vote:
Votes: Yes: 11 - Ms. Sullivan, Mr. von Reichbauer, Ms. Edmonds, Ms. Lambert, Mr. Phillips, Mr. Pelz, Mr.
McKenna, Mr. Constantine, Mr. Gossett, Ms. Hague and Mr. Irons
No: 0
Excused: 1 - Ms. Patterson
